The scope of this Call for Expressions of Interest is to find qualified affiliate workforce to support L2/L3 countries in the above functional area.
Qualified affiliate workforce will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.
• Support deployments are considered for affiliate workforce already in service of the Organization, including those on contract break with a new assignment planning to start over in the short term.

• Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application.
• Selected candidates will receive a notification of their inclusion in the IST. From that moment they might be called for a surge support at any time, and in line with the duration of their contract.
• Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
• Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
• Affiliate workforce deployed will be reporting to the assigned supervisor for the duration of surge and the change in reporting lines will be reflected in GRMS.
• Applications received after the closing date will not be accepted.
Organizational Setting
The Food and Agriculture Organization of the United Nations is the specialized Agency of the United Nations leading international efforts to defeat hunger. FAO works in over 130 countries worldwide to achieve food security for all and ensure that people have regular access to high-quality food.
As part of its effort to enhance emergency rapid response capacity, FAO is establishing an Internal Surge Team (IST), managed by OER, to enable the surge of critical roles in response to sudden increase of humanitarian needs at country level. This IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis, for up to three months. These surge roles are designed to provide punctual, time-bound support to country response and help establish longer-term mechanisms and processes.
Reporting Lines
The Gender Specialist deployed for surge support will report to the Technical Officer, under the overall oversight of the FAO Representative in the country of assignment and will work closely with the Gender Officer deployed in-country and relevant units and teams at regional, sub-regional and FAO HQ level.
Technical Focus
The incumbent will work towards the achievement of FAO’s Policy on Gender Equality (2020-2030), and will address aspects such as: achieving gender equality in food security/nutrition/ agrifood systems; gender mainstreaming in projects and programmes, supporting gender-responsive disaster risk reduction, resilience building and gender and climate-smart agriculture; reduction of gender-based violence in the context of food security and nutrition.
Tasks and responsibilities
• Support the conduct of gender analysis and guide efforts for the collection of sex-disaggregated data and formulation of gender-sensitive indicators;
• Assist in the design of emergency response programs/interventions which appropriately address gender considerations and promote the protection and empowerment of women and girls in rural communities, ensuring that gender is considered at all phases of the cycle from implementation to monitoring and evaluation;
• Respond to requests and provide advice, assistance and solutions related to gender equality and women’s empowerment and provide technical recommendations for FAO’s component of humanitarian appeals and field projects;
• Support the development of training materials and tools and provide training and coaching to FAO staff and Implementing Partners through workshops, knowledge sharing and awareness raising sessions;
• Support overall practices and actions to promote gender equality, empowerment and voice of women and girls and reduction of Gender-Based Violence;
• Contribute to the preparation of thematic technical reports and briefs, monthly or as required and develop/maintain gender-segregated data;
• Perform any other related duties as required.
