MAIN RESPONSIBILITIES:

 

The General coordinator represents Médecins du Monde in Iraq, in close coordination with the Desk manager. S/he will be responsible for the program development within the new strategy, partners appraisal and support, fundraising, advocacy and ensure that programs meet the required MdM standards and donor requirements, by leading and developing a professional team. S/He will indirectly manage a team of around 10 people split between coordination office and activity center. 

The main program is on Harm Reduction related to drug use in Iraq, including Research, Medical and  MHPSS activities. A deep understanding and interest in those thematic is a must. 

 

 

WORKING RELATIONSHIPS:

 

The General Coordinator reports directly to the Desk Manager for Iraq, based in Paris. S/he manages the team based in Baghdad. S/he will work closely with the concerned referents (Harm reduction, Health, MHPSS, GBV) and HQ support team (Lgistic, Finance, HR).

Essential duties

 

  1. Strategy development, implementation, and program coordination

 

  • Develop, implement, and update (when necessary) the mission strategy, in coordination with the Desk manager and the mission team.
  • Lead the process of project development for Iraq mission in collaboration with the Desk manager and the mission team.

 

  • Monitor the humanitarian situation in Iraq in collaboration with the mission team and, in case of substantial changes, propose and discuss new assessments and interventions with the mission team and the Desk Manager.
  • Ensure global adherence to MdM strategy, principles, and guidelines for Iraq mission and provide guidance to the team.
  • Actively participate in mobilizing program funding, in close coordination with Desk manager and MdM international network.
  • Coordinate the negotiations of the Memorandum of Understanding and of other agreements with the national authorities and/or partners.

 

 

2.  Leadership and Team management

 

  • Lead and guide the Iraq
  • In close coordination with the mission team and in line with the strategy, define the mission organization chart and ensure the allocation of human resources matches with the mission needs.
  • Create a positive and professional working atmosphere together with the mission team, through open and transparent communication, clear procedures and creating opportunities for learning and development.
  • Manage and supervise staff under his-her direct supervision,
  • In close coordination with the HQ HR referent (in absence of mission Administrative and HR Coordinator)
    • ensure the coaching and development of individual staff and teams, training, on the job coaching, supervision, regular feedback, and appraisals.
    • ensure the implementation and adherence of MdM’s Code of conduct, internal regulations, principles including the protection policies (PSEA, Child protection and anti- Fraud and corruption)
    • Ensure that MdM HR management and policies are complying with legal
  • Ensure appropriate coordination and communication between departments at mission level, and between mission and HQ teams
  • Participate in the recruitment process of the staff under direct

 

 

3.  Representation

 

  • Represent MdM with the local authorities and stakeholders in Iraq
  • Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Iraq, and the region (UN agencies, INGOs, local NGOs), and in particular with the health organizations with similar programs.
  • Establish and develop regular contact with funding
  • Communicate the Mission Strategy to all relevant stakeholders so that they know MDM activities and positioning.

 

 

4.  Security and access

  • Ensure that safety & security information is collected, monitored daily, analyzed and that alerts or important information are effectively communicated (to both field and HQ).

 

  • Ensure country context analysis, identify changes and trends in the access and security environment, in collaboration with the security and access officer.
  • Ensure the development and implementation of access and security management plans in compliance with MDMs strategy principles.
  • Ensure that safety & security plan is up to date, known and understood by everyone (expatriates and nationals).
  • Ensure that material and personnel resources are sufficient to ensure the optimal safety of the teams, the material and the beneficiaries.
  • Propose and enforce new rules or procedures, in reaction to security incidents or to changes in context, in collaboration with the security and access manager.
  • Ensure that in case of a security incident, the information concerning the incident is communicated, without delay, to the Desk Manager and the security advisor in HQ according to MdM procedures.

 

 

6.  Project Development (Harm Reduction)

  • Lead the setting up and the implementation of the MdM Harm Reduction project, based on the project strategy and in collaboration with the Medical Coordinator and the project team
  • Ensure the technical support for the program definition through assessments, reports, data collection and analysis
  • Produce progress reports, including both quantitative and qualitative information, on Project activities.
  • Contribute to the building of a 3-year methodology of operational research-action linked to “methamphetamine drug addiction and its public health consequences”;
  • Ensure MdM and Harm Reduction program goals are achieved;
  • Ensure a proper documentation of the project activities using MdM documentation files;
  • Participate in all necessary regular monitoring activities;
  • Assist with outreach and HIV, HCV, HBV, and TB testing efforts

 

 

7.  Logistics, administration, and Finance

 

Finances

  • Establish and adapt financial management and bookkeeping procedures for the mission, regularly control their application
  • Coordination of the preparation of a monthly/annual budget (forecasts and actual) with operational teams (MdM and/or partners), check, consolidate and finalise
  • Check the mission’s accounting (checking accuracy and consistency), close and submit the accounts
  • Definition, monitoring and control implementation of cash-flow management for the mission (minimum level of cash, update bank accounts and mission reserves, internal transfers)
  • Development, check and control the consistency of requests for cash supplies (annual and monthly)
  • Production of amendments and financial reports, monitoring donor contracts and their consumption, proposition of amendments if necessary
  • Producion, check, update and control compliance with financial plans (analytical code allocations)
  • Alert operational staff and line managers to any discrepancies in consumption and financial risks

HR

  • Definition, update, distribution and supervision of the implementation of the HR contractual framework for national staff (internal regulations, conditions of employment, medical policy, policy for managing abuse, HR management procedures), checking their compliance with local legislation and MdM policy
  • Draft, update and check the application of the classification and salary grid
  • Draft, update and check salary data on a monthly basis (pay settings) and validate the payment of salaries and social charges every month
  • Establish, update and check the recruitment processes and procedures

 

  • Monitoring and update the organisational structure of the mission, draft and update organisational charts and job descriptions, identify different levels of responsibility, alongside coordinators

 

  • Establish and monitor a contract with an employment lawyer

 

  • Definition, update, distribute and supervision the implementation of the HR contractual framework for expatriated staff (visas, housing policy, explanation of rules and tools)

 

  • Organisation of regular information meetings with all staff, possibly followed by setting up staff representatives

 

  • Supervision and/or carry out HR recruitment (validating the vacancy, profile, recruitment, reception/integration)

 

  • Deployment and monitoring the evaluation schedule (integration briefings, end of trial period, annual interview, exit interview, etc.) of national staff

 

  • Production and/or supervision the production of the training plan

 

  • Supervision the administration management of staff: monitor and develop contracts, establish and archive staff records

 

  • Management of disciplinary procedures with manager

 

  • Follow the procedures in force on the mission, the MOUs signed with authorities and the agreements signed with local partners

 

  • Ensure that MdM is registered in the country of operation (Iraq) and adheres to national law and procedures in force on the mission, the MOUs signed with authorities and the agreements signed with local partners

8.  Advocacy and Communication

  • Develop and implement MdM advocacy strategy based on the mission’s countries strategy and the Project strategy note.
  • Work with other MdM networks in the region on joint advocacy plans and strategies when
  • Act as focal point for the communication and the advocacy activities in Iraq
  • Represent MDM in Iraq with local and international media, in coordination with the Desk

Qualifications & Preferred Skills

  • Higher education in project management or general field of study (five years post-secondary education)
  • Between five- and eight-years’ experience in project management depending on the configuration
  • Understanding of health-related programs (Harm Reduction a plus)
  • Strong financial background
  • Ability to work and live in Federal Iraq, Baghdad (this is a national position only)
  • Arabic native, English fluent, French a plus.

  • Direct manager: Desk (Paris).
  • This position will be based in Baghdad with possible trips to Erbil and more exceptionally to HQ Paris.

  • Salary: monthly gross IQD 4 259 814 (four million two hundred fifty-nine thousand height hundred fourteen Iraqi dinars) + Health insurance + food and transport allowance + 13th salary.
  • Starting date: 1rst of January 2025 for 6 months renewable
