CEQ is a not-for-profit Queensland Government statutory body responsible for providing goods and essential services to the Torres Strait, Northern Peninsula Area (NPA), and mainland Aboriginal remote communities through its 31 stores.

CEQ is governed by the Aboriginal & Torres Strait Islander Communities (Justice, Land & Others Matters) Act 1984, with the Board being appointed through ministerial appointment. CEQ stores deliver fresh, healthy food choices to communities, as well as general grocery, household items, appliances, furniture, hardware, fuel, and services such as ATM facilities and seen as an essential service to ensure food availability is secure.

About the role

The General Manager Corporate Services is accountable for technical oversight for the corporate functions of finance (including payroll), workplace health and safety (WHS), information and communications technology (ICT), and risk and general employment matters including recruitment (P&WC). An important aspect of the role is to support, collaborate and accommodate stakeholder and customer requirements and bring Federal and State-owned programmes and initiatives into consideration within the CEQ strategy and Operation.

The United Nations Declaration on the Rights of Indigenous Peoples, National Agreement on Closing the Gap, Local Thriving Communities and Gather and Grow knowledge will be advantageous as each are important towards delivering the CEQ Strategic Plan. The role operates as a member of the organisation’s executive leadership team with a primary role to deliver on the CEQ Board strategy directions. The role is based within the Cairns Support Office.

A guardian and ambassador for our purpose, vision, mission, values and promises your understanding of the JLoM Act 1984 will support the delivery of the reasons why CEQ exists.

Community Enterprise Queensland has the following functions:

  1. To act as a commercial enterprise for the general convenience or benefit of the residents of the communities in which Community Enterprise Queensland performs its functions;
  2. To provide the communities mentioned in paragraph (a) with access to a range of food, drinks and household items essential for a healthy life at a fair price;
  3. To apply its operating surplus or assets to promote, support and improve its services and the general welfare, including the knowledge and skills, of the Aboriginal and Torres Strait Islander residents of the communities mentioned in paragraph (a).

Examples of supporting residents:

  • Encouraging the development of trade, commerce and businesses in the communities
  • Supporting trade, commerce and businesses carried out by residents of the communities
  • Providing support for educational or health initiatives, local organisations and community programs or activities

About you

Reporting to the CEO, the General Manager Corporate Services will be responsible for overseeing a team of 20 employees. You will have demonstrated competencies and experience in various corporate functions and the ability to drive a culture of innovation, continuous improvement, and efficiency across all operational aspects. You will be an experienced and authentic senior operational leader who can provide strong leadership and communication across the organisation.

Key Requirements

  • Experience in highly governed organisations.
  • Demonstrate expert knowledge in procurement and audit compliance.
  • Ability to remain flexible and agile in a growth focused organisation offering lateral approaches to problem solving.
  • Strong knowledge of land matters in the locations CEQ operates.
  • At least 5 years previous experience working in a multi-disciplinary environment (preferably retail) at a senior level.
  • Demonstrated ability to communicate and work collaboratively in a cross-cultural environment.
  • Experience leading, developing and embedding organisational policies and procedures across diverse functional areas, including Finance, ICT, People and Culture and WHS.
  • Strong experience in developing highly productive relationships with leadership, staff and key stakeholders built on trust and respect.
  • Work constructively in a team environment.
