The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Job Title: Generalist Field Officer 1

Level: B1

Duty Station: Iraq – Nasiriyah Sub-Delegation

Reports to: Head of Sub-delegation.

Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:

Under the supervision of the Head of Sub-Delegation (HoSD), the field officer contributes to the ICRC’s understanding of the context and key actors in Nasiriyah’s sub-delegation’s area of responsibility and to defining and implementing the ICRC projects and activities, including protection activities. The Field Officer represents the ICRC at the local level and is the facilitator of ICRC’s networking efforts with the key stakeholders in this area.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Monitoring and reporting on the humanitarian environment and need, analysing the security, socio-economic, cultural, and political environment as relevant to the ICRC, and sharing relevant information with colleagues:
  • Continuously monitors and contributes to the analysis of the political, and socio-economic environment with an emphasis on the humanitarian needs arising in relation to the conflict in his/her area of responsibility.
  • Advises on significant developments in various fields such as humanitarian, politics, economics, and security.
  • Reports on security incidents using the ICRC reporting tools and procedures.
  • Actively participates in field security assessments to potential new areas of work, advising on changes in the security environment, and proposing new/adapted mitigation measures.

 

  • Contributes to designing new projects and to implementing and following up various field activities, including Protection:
  • Contributes to the analysis of Protection issues, and the definition of the Protection response to identified needs and ensures the development and follow-up of related Protection activities.
  • Contributes to the identification of affected populations according to the objectives of the sub-delegation.
  • Supports assessment missions carried out with the field teams and other departments by introducing them to relevant interlocutors, sharing information and analysis on the specific area, and ensuring proper security follow-up.
  • Supports the implementation of the assistance and protection programs in his/her Area of Responsibility (AoR), in close cooperation with the concerned departments.
  • Participates actively in the selection of beneficiaries, design, planning, carrying out of distributions, monitoring, and impact evaluations.

 

  • Networking with the key stakeholders, including at the local level and with the communities:
  • Supports in creating a stakeholder map and maintains engagement with relevant interlocutors according to the engagement plan.
  • Represents the ICRC and strengthens its reputation and acceptance in the area of responsibility.
  • Under the guidance and direction of the Head of Sub-Delegation (HoSD), develops and maintains a dialogue and relationship with actors relevant to the ICRC, such as security forces, arms carriers, local authorities, religious authorities, tribal leaders, civil society, and community members.
  • Leads on troubleshooting at security checkpoints.

Education and Professional Experience required:

  • University degree in Social Science/Anthropology/Sociology/Development/Gender Studies.
  • Three to five years of professional experience in programme management, community engagement, and/or community-based protection.
  • Experience in similar positions in humanitarian organizations is desirable.
  • Excellent computer literacy, and good knowledge of Microsoft Office Suite.
  • Fluent command of English and Arabic.
  • Excellent interpersonal skills.
  • Proven leadership and teamwork skills.
