Job Description

BACKGROUND

The International Rescue Committee began responding to the growing humanitarian crisis in Honduras since 2018. IRC Honduras has reached more than 243,745 people with integrated services, including research-driven education interventions, gender-based violence response programs, child protection services, protection coordination, cash for families in crisis, and increased access to trustworthy information. The IRC serves individuals and families who are internally displaced, returned asylum seekers and refugees, and survivors of violence, especially women, girls, and the LGBTQ+ population. Where there are gaps in the delivery of humanitarian assistance for people identified as most at risk of harm, IRC delivers direct services and works to strengthen national systems.

SCOPE OF WORK

The IRC seeks a Finance and Accounting Manager for an anticipated five-year USAID Improved (Re)Integration Services activity. The project will increase sustainable (re)integration of returned Honduran migrants and internally displaced persons (IDPs) to reduce irregular migration to the US and ensure that returnees and IDPs find safety, as well as satisfactory social services and economic opportunities, within communities of origin. The $15.5M Improved (Re)Integration Services Activity will focus on empowering and enabling existing local government and NGOs to provide better services with more uniformity in the quality of services across the country, suggestions for policy improvement and execution related to inclusive services for returnees and IDPs, including case management, and improve community outreach interventions.

The Finance and Accounting Manager under the guidance and supervision of the Deputy Director of Finance is responsible for the accounting process, reporting financial information, performing budgetary control and ensuring internal financial control. The Financial Accounting Manager must ensure compliance with IRC and donor policies, procedures and the country’s tax laws and regulations.

The Finance and Accounting Manager reports to the Deputy Director of Finance in ensuring compliance with financial objectives and goals, and has a close relationship with the Finance and Accounting Support Manager with whom he/she reviews aspects of compliance and quality of accounting information.

Responsibilities:

  • Direct, supervise and control all activities related to accounting and financial management.

  • Perform accounting controls to ensure the accuracy and timeliness of financial information.

  • Contribute to the preparation, updating and control of the budget.

  • Perform account reconciliation ensuring that the balance of each account represents the financial position of the project

  • Present financial reports to different stakeholders and contribute to decision making by presenting analysis of financial information and proposals to takeactions.

  • Establish reports, controls, and indicators to evaluate the effectiveness and efficiency of financial accounting processes.

  • Ensure compliance with IRC and donor policies and processes, as well as compliance with accounting regulations and applicable legislation.

  • Ensure tax legal provisions and their correct application.

  • Attend and answer the auditing processes.

  • Lead, develop and motivate the accounting and financial team.

  • Develop improvement plans to ensure the financial service to the different stakeholders.

Qualifications

Qualification and experience:

  • Academic background in Bachelor’s Degree in Accounting and Master’s Degree in Finance or related.

  • Solid accounting skills, knowledge of accounting regulations and the country’s tax and legislation. 

  • Excellent professional  record with a minimum of 5 years of experience in General Accountant positions.

  •  Experience in managing USAID-funded projects, this is a prerequisite.

  •  Previous experience in personnel supervision is required

  • Ability to work in a team, and accustomed to working under pressure. 

  • Analytical and problem solving skills.

  • Experience with ERP accounting systems, knowledge of Integra will be an advantage, proficiency in Excel and Power BI.

  • Proficiency in English, highly advantageous

  • Excellent interpersonal skills; ability to work on your own and within multiple teams;

  • Ability to prioritize and generate high level results.

Key Working Relationships:

The position workswith: budget holders, IRC teams related to programs, operations, human resources, finance; project-related teams, donor staff, and other areas related to ensuring IRC and overall project compliance.
