About Asian Disaster Preparedness Center
ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.
ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.
Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

Department Introduction:
The Geospatial Information Department supports stakeholders to increase their uses of geospatial technology, data, and information for supporting decision making related to disaster risk management and climate resilience. The department supports all thematic areas of focus of ADPC to achieve their goals, mainly through:
- Increased accessibility and technical capacity to develop, maintain, and use geospatial information including disaster and climate risk maps, forecasted and real-time disaster data for early warning, and damage data for post-disaster assessment and recovery planning,
- Increased awareness by decision makers on applications of geospatial information in disaster risk management and climate resilience decision making, and
- Geospatial solutions, such as maps, tools, models, and data, customized to the demands of stakeholders
SERVIR Southeast Asia (SERVIR SEA) is a 5-year project, co-created by USAID, NASA, and ADPC, to address disaster and climate resilience as well as environmental issues in Southeast Asia. SERVIR-SEA’s objective is Expanded and Scaled Climate Actions by using Satellite Data and Geospatial Information in Decision Making, which will be achieved through the following outcomes:
- Regional platform(s) strengthened and/or established for accelerating, scaling, and/or sustaining adoption of data and information
- Increased investment from diversified partnership with stakeholders to support the development and use of data and information
- Increased accessibility of data and information
- Strengthened capacity of Stakeholders to use data and information
Gender Equality and Social Inclusion (GESI) is an important cross-cutting outcome of the SERVIR SEA project. The project seeks to deepen its development impact while: 1) ensuring that activities do not exacerbate or perpetuate gender and other social disparities; 2) reducing those disparities where possible; and 3) empowering women, girls, and members of traditionally disadvantaged groups. To integrate GESI into the project’s activities and outputs, ADPC is seeking a qualified candidate to work primarily on the SERVIR SEA project, while supporting other gender related activities of the GEO department and ADPC as a whole, when requested by the supervisor.
Statement of Intent:
The GESI Mainstreaming Officer works closely with and support the SERVIR SEA GESI Cross-cutting Outcome Lead and the Monitoring, Evaluation and Learning Specialist. She/he will work on all the activities related to GESI of the project SERVIR Southeast Asia while supporting the Geospatial Information Department’s overall gender related activities. In addition, the GESI Mainstreaming Officer will regularly interact with Communications Specialists, Monitoring, Evaluation, and Learning Specialist, Capacity Development Lead, and the SERVIR SEA Thematic and Service Leads. The intent is to mainstream GESI into all aspects of the project.

Key Responsibilities:
Program Responsibilities:
- Support an implementation of the Gender and Inclusive Development Action Plan (GIDAP) for the SERVIR SEA project
- Work hand-in-hand with the GESI Cross-cutting Outcome Lead of SERVIR SEA to carry out activities under the GESI cross-cutting outcome of SERVIR SEA to mainstream GESI into geospatial service design and delivery. This will include but not be limited to co-develop a guidance note for leaving no one behind across the services.
- While implement the GIDAP, regularly maintaining dialogues with each of the thematic leads (service leads) of SERVIR SEA.
- Provide technical input into enhancing and expanding the Gender Equality Monitoring (GEM) tool and the Mekong X-Ray tool, with support from the Web Developers, the Communications Specialist, and the Chief of Party of SERVIR SEA. This will include identifying/collecting suitable demographic and socio-economic parameters contributing to GESI and deriving GESI indicators to ensure that the tools are comprehensive and effective in measuring the impact of gender mainstreaming efforts across the SERVIR SEA themes (services).
- Conduct key informant interviews related to GESI mainstreaming into the SERVIR SEA services.
- Work with the supervisor to develop case studies on the GESI mainstreaming into SERVIR SEA themes and services, for sharing widely.
- When requested by the supervisor, represent the SERVIR SEA team in the meetings, workshops, and exchanges related to GESI with the other SERVIR hubs, NASA, SERVIR Support Team, USAID, and USAID projects.
- Work with the Monitoring, Evaluation, and Learning Specialist to track performance and evaluate achievements according to the gender indicators of SERVIR SEA, as well as collecting data and evidence to support them.
- Work with the Communications Specialists and the GESI Cross-cutting Outcome Lead of SERVIR SEA to write human-centric success and impact stories related to GESI mainstreaming.
- Support the Capacity Development Lead and the GESI Cross-cutting Outcome Lead of SERVIR SEA in an effort to empower women and girls to explore STEM fields.
- Work with the Director of Geospatial Information (GEO) department to build women leadership and gender champions in SERVIR SEA and the GEO department overall and create a working environment that gives equal opportunity regardless of gender.
- Support the building and strengthening of relationships with gender-related organizations, at the regional and national levels.
- Provide technical supports to the Geospatial Information Department on training courses, workshops, and other capacity-building activities in the planning, delivery, and follow-up, as needed.
- Travel as needed to countries in Southeast Asia to coordinate the implementation of activities related to ADPC programs.
Corporate Responsibilities:
- Support and work with the ADPC gender advisor on gender-related activities of ADPC.
- Provide technical inputs in developing training courses, workshops, and other capacity-building activities of ADPC.
- Represent ADPC in meetings/workshops/events, as requested by the supervisor.
- Conduct training and seminar to enhance internal capacity of ADPC staff.
- Proactively support the ADPC’s Gender and Diversity Working Committee.
- Participate in technical and management meetings related to ADPC programs.
- Find external opportunities and develop projects for ADPC.

Qualifications:
Required Qualifications and Specifications
The GESI Mainstreaming Officer will have the following minimum qualifications:
- Bachelor’s Degree in Gender Studies, Social Science, International Development, Public Policies, or Public Administration;
- Four years of professional experience, at least one year should be at an international level;
- Strong research experience;
- Exemplary English writing and editing skills (writing samples/writing test will be requested)
- Advanced computer literacy – including presentation software, publishing, and MS Office;
- Experience delivering presentations to large audiences, and important stakeholders, including academia, Government and non-government;
- Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills;
- Willingness to commit to further training and development as required.
The following qualifications are highly desirable:
- Demonstrated experience on mainstreaming of GESI consideration into project design and delivery as well as policies and actions;
- Experienced in developing or implementing GESI strategies and plans;
- Experience working with or supporting USAID or USAID projects on GESI;
- Knowledge of subjects related to SERVIR SEA such as Disaster Resilience, Climate Resilience, or Environmental Science;
- Knowledge of the development and cultural context of Southeast Asia.
Reporting and Relationships:
The GESI Mainstreaming Officer will report to the Monitoring, Evaluation and Learning Specialist, while working with all the members of the SERVIR SEA project, other gender specialists of the global SERVIR hubs, and the gender experts from USAID and NASA. The GESI Mainstreaming Officer will also work with the ADPC Gender Advisor for organization-level gender activities.
