GGGI promotes green growth as a development approach that seeks to deliver economic growth that is both environmentally sustainable and socially inclusive. To translate this approach into action, GGGI uses the Country Planning Framework (CPF), a five-year in-country delivery strategy that identifies GGGI’s strategic contribution to green growth in member and partner countries.

The CPF process serves as a medium-term strategic blueprint, including an assessment of green growth challenges, opportunities, and enabling conditions. It identifies GGGI’s in-country comparative advantage and elaborates on priority interventions. Formulated through analytical exercises and extensive stakeholder feedback—incorporating input from internal GGGI staff, national stakeholders, and development partners—the CPF ensures synergy between a country’s social and economic development objectives, including Nationally Determined Contributions and Sustainable Development Goals, and GGGI’s expertise.

The Fiji and Kiribati country programs have successfully implemented projects and work plans under previous five-year CPFs aligned with national priorities. As these CPFs have concluded, there is a need to develop new CPFs for the period 2026–2030. These new frameworks must align with the updated GGGI Strategy 2030.

The new CPFs for Fiji and Kiribati will be the primary tools for setting the strategic direction of these programs. Importantly, the Consultant must ensure the new CPFs are anchored in the Strategy 2030 Update”s Six Key Priorities and Four Global Themes, identifying where GGGI can make the most significant environmental, social, and economic impacts in Fiji and Kiribati.

The selected Consultant will be responsible for synthesizing these strategic elements with the national development strategies of Fiji and Kiribati to produce robust, impact-driven CPFs for the 2026–2030 cycle.

OBJECTIVES OF THE ASSIGNMENT

The purpose of this assignment is to lead the development of the new GGGI CPFs for Fiji and Kiribati for the period 2026–2030. The Consultant will ensure that each document serves as a concise, pragmatic, and co-owned “living strategy” that is aligned with the respective Government planning systems and aligned with the updated GGGI Strategy 2030, incorporating a clear adaptive review process.

The Consultant will support the GGGI country teams (with the Country Representative and Senior Program Officers acting as key focal points) in preparing all supporting documentation, synthesizing consultation results, and facilitating high-level stakeholder engagement. This includes leading consultation and validation workshops in both countries and drafting the final CPF strategy documents in partnership with the Governments of Fiji and Kiribati, and in consultation with development partners, civil society, and the private sector. This consultancy will deliver the specific activities and outputs detailed in the Scope of Work. While both CPFs must align with GGGI’s global operational priorities, they will address distinct national focus areas.

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work

The Consultant will develop two distinct Country Planning Frameworks (CPFs)—one for Fiji and one for Kiribati. The activities below apply to both countries unless otherwise specified.

1. Desk Review and Strategic Mapping

Review existing documents (stakeholder mapping, situation analysis, scoping reports, NDCs, NAPs, and meeting notes). The stakeholder mapping must explicitly identify key actors responsible for the ongoing, periodic review of the CPF to ensure it functions as a “living document.”

2. Inception and Problem Definition

In dialogue with GGGI staff (Country Representative, Senior Program/Project Officers in Fiji and Kiribati, and technical officers), develop an Inception Report. This report must:

Propose core problems and opportunities to be addressed in the 2026–2030 period.

Identify GGGI’s comparative advantage and priority areas of action (outcomes, outputs).

Establish the Accountability Structure: Outline the proposed Log Frame approach, targets, and baselines early to ensure measurability.

3. Consultations

Carry out a round of consultations with key sectoral stakeholders in both Fiji and Kiribati to confirm findings from the inception report.

Note: This includes relevant government ministries, development partners, and private sector representatives in Suva and Tarawa.

4. Social and GESI Review

Carry out a Social and Gender, Equity, and Social Inclusion (GESI) review for both the Fiji and Kiribati contexts.

This must focus on gender, poverty, and inclusion to ensure meaningful consultation and capture diverse voices, directly informing the priority areas of the CPFs.

5. Consultative Validation Workshops Support the Fiji and Kiribati teams to hold Consultative Validation Workshops (one in each country). The priority areas for GGGI support must be presented, and final comments received from stakeholders to ensure co-ownership.

6. High-Level briefings to support the Senior Program Officers and Country Representative to make relevant briefings and presentations to high-level Government officials to secure agreement on priority areas.

7. Executive Summaries and Visual Dashboards

Prepare a 2-page Executive Summary for each CPF (Fiji & Kiribati). These must include:

Strategic and quantified development outcomes for 2026–2030.

GGGI’s Theory of Change.

Develop a 1-2 page visual diagram/dashboard (or maximum 3-slide summary deck) for each CPF to enhance communication and readability for government partners.

8. Drafting the CPFs (First Drafts)

After feedback on the Executive Summaries, prepare the first complete drafts of the Fiji and Kiribati CPFs.

10 – 15 pages maximum per document, based on the latest GGGI template.

9. Review and Revision

Incorporate comments from relevant GGGI staff (Country Teams and HQ Strategy units) into second drafts for both countries.

10. Final Presentation and Approval

Support the Country Representative to present the second drafts to the counterpart Ministries in Fiji and Kiribati. Integrate their comments, as well as final feedback from GGGI Management, into the final drafts ready for approval by the respective Governments and the GGGI Director General.

EXPERTISE REQUIRED:

Advanced degree (Master”s) in international development, international policy, economics, finance, climate, change, environmental science, monitoring and evaluation or a related field

At least 8 years’ experience relevant to the assignment, including policy and planning, preferably with background in SIDS and/or the Pacific Islands.

Previous experience in Kiribati would be an advantage

Demonstrated experience in: Project design, Theory of Change (ToC) articulation, Log Frame development, and establishing Monitoring, Evaluation, and Learning (MEL) frameworks for strategic documents. Experience in climate change, climate finance and small island state development would be an advantage;

Experience in the agriculture, ecosystem based adaptation, resources management sectors is an advantage

Strong analytical, drafting, and editing skills are a prerequisite, with proven ability to synthesize complex information into concise, visual, and actionable policy documents.

Overall understanding of the concept of green growth and climate change vulnerability in the context of SIDS

Ability to work across time zones and coordinate with a global team.

Fluency in written and spoken English is required
