The Paris Agreement establishes a global framework for Parties to collaboratively limit the increase in global average temperature to well below 2°C, with efforts to cap the rise at 1.5°C. A key component of this framework is Article 6, which enables cooperative approaches, including the potential for international carbon transactions.
Morocco, driven by its ambitious Nationally Determined Contribution (NDC) to significantly reduce greenhouse gas emissions and enhance climate resilience, has a promising opportunity to access international climate finance through Article 6.2 of the Paris Agreement. To effectively leverage these opportunities, Morocco must establish a robust national governance system to addresses the key challenges associated with participating in international carbon markets.
Following the successful conclusion of COP26 in Glasgow, the Baku Conference on Article 6 of the Paris Agreement provided crucial guidance on the implementation of international carbon markets, highlighting the importance of robust national frameworks for ensuring environmental integrity and achieving ambitious climate action.
Morocco has already started developing the A6 Framework with UNDP and GGGI support, which is currently being finalized. Key steps include developing specific regulations and criteria for project approval under Article 6.2, the issuance of Mitigation Outcomes (MOs), and overall governance. However, Morocco faces several challenges in putting in place a robust A6 framework. The challenges which the project aims to address include:
By addressing these challenges, Morocco aims to unlock international climate finance, attract private sector investment, and position itself as a regional leader carbon market. The project will deliver key outputs, including an updated Article 6 Framework, a legal and regulatory system, a fee structure, methodologies for corresponding adjustments, and a comprehensive capacity-building program.

GGGI, in partnership with GiZ, is supporting Morocco in addressing challenges such as establishing a clear regulatory framework, ensuring data quality, preventing double-counting, devising a fee structure for implementing Article 6, reporting to UNFCCC and building stakeholder capacity to implement Article 6 mechanisms effectively. This project aims to strengthen Morocco’s institutional and technical capacities for engagement in international carbon markets, unlocking climate finance to support its sustainable development goals.
The Project Coordinator will support the effective implementation of the project by handling administrative and documentation tasks and assisting with coordination between different project stakeholders. This role ensures smooth collaboration between GGGI, GiZ, the Moroccan government through the Ministry of Energy Transition and Sustainable Development, Morocco’s Article 6 focal point for UNFCCC and other stakeholders. The role will focus on executing assigned tasks, tracking progress of project milestones and consultants’ outputs, and ensuring smooth project operations. The Coordinator will contribute to the development of governance frameworks, capacity building programs, and strategies to enable Morocco’s participation in cooperative approaches under Article 6.2.
The Project Coordinator will assist in facilitating communication and coordination between local stakeholders and the GGGI HQ team to deliver activities under the project “Supporting Morocco’s preparedness for utilizing cooperative approaches under Article 6 of the Paris Agreement”. S/he will also serve as the key point of contact for government counterparts and GiZ representatives. The role will help resolve coordination issues, maintain relationships and records, and ensure efficient alignment between stakeholders on project activities and priorities.

WORKING CONDITIONS
INTRODUCTION
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
Through its Carbon Pricing Unit (CPU), GGGI implements programs aimed at advancing international carbon trading in alignment with the Rulebook of the Paris Agreement, such as the DAPA program (Designing Article 6 Policy Approaches), the MATS program (Mobilizing Article 6 Trading Structure) or the SPAR6C program (Supporting Preparedness for Article 6 Cooperation). These initiatives, which are financed with over 33 million USD, aim to: (1) Establish a robust and reliable global carbon price, (2) Drive the economic transformation essential for achieving ambitious Paris Agreement goals, and (3) Assist governments in developing and implementing Article 6 projects and policies, including through pilot transactions and capacity building for institutional frameworks.
Nevertheless, while GGGI is the primary recipient of the funds, they ultimately serve the interests of the Moroccan government, particularly the Directorate of Climate Change and Biodiversity within the Ministry of Energy Transition and Sustainable Development. As the focal point for Article 6 for Morocco at the UNFCCC, this directorate is responsible for ensuring the implementation of the Article 6 framework within the country. Through close collaboration with key stakeholders, this funding will enhance Morocco’s capacity to engage in international carbon trading, while also supporting its overarching goal of sustainable development.
