GENERAL SUMMARY

Under the direction of the GIS Manager, the GIS Analyst works as part of a team to support the GIS needs of all tribal departments. The GIS Analyst’s responsibilities include, but are not limited to, custom map production, geospatial analysis, spatial data collection and management, geodatabase dataset design, web mapping application development and field data collection device management.

Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat, well-groomed professional appearance is essential at all times.

PRIMARY RESPONSIBILITIES

Primary responsibilities are the basic job duties that an employee must be able to perform. This list of responsibilities is intended to be representative of the duties performed within this classification.   • Meet with tribal government staff to define GIS project requirements.
  • Produce custom digital and hard copy maps in support of tribal government priorities.
  • Create web maps and applications for use by tribal government staff and tribal members.
  • Develop field mapping applications, maintain and configure field data collection devices including GPS units and tablets.
  • Collect data in the field using GPS units and tablets.
  • Create and maintain spatial data, including dataset design and metadata documentation.
  • Perform geospatial analysis and produce reports, spreadsheets and related GIS products.
  • Resolve technical problems and complete projects without established procedures.
  • Develop and conduct and demos and training sessions for tribal government staff on the use of web and mobile GIS applications.
  • Present GIS projects, workflows and results to internal and external audiences.
  • Protect the safety, integrity and privacy of the Tribe’s spatial data.
  • Develop working relationships with regional GIS peers, including staff at tribal, federal, state and local governments.
  • Keep up with rapidly changing GIS technology by reading industry blogs, websites, white papers and attending webinars, trainings, conferences, user group meetings, etc.
  • Perform other related functions in support of the GIS program and other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in geographic information systems, geography, planning, civil engineering, natural sciences, environmental management, computer science or related field and at least two years of GIS experience or equivalent combination of education and experience.
  • Must possess a valid Washington State Driver’s license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance provider.
  • Successfully pass a pre-employment drug screen and background check.

PREFERRED QUALIFICATIONS

  • Knowledge of the Nisqually Indian Tribe’s history, customs, traditions, and ability to demonstrate cultural sensitivity.
  • Experience working with Federally Recognized Tribes.
  • Experience working on GIS projects involving Pacific Northwest natural resources data.
  • Experience working on GIS projects involving public works data.

SUPERVISION

This position does not have any supervisory responsibilities.

COMPETENCIES Possesses the knowledge, skills, and abilities to successfully perform the primary responsibilities of the position.

  • Knowledge of the principles and practices of GIS, cartography, spatial analysis and remote sensing.
  • Relevant experience working with ESRI’s ArcGIS Pro, ArcGIS Online and Portal for ArcGIS software.
  • Understanding of relational databases and working within a versioned geodatabase environment
  • GPS field data collection experience using ESRI Field Maps and Survey123 applications as well as Trimble GPS equipment.
  • Knowledge of ESRI’s web/mobile application development tools (Field Maps, Survey123, AppStudio, Dashboards, StoryMaps, Insights).
  • Knowledge of programming language relevant to ESRI’s software (Python, Arcade, SQL preferred).
  • Proficiency with Microsoft Windows OS and Office Suite and Adobe Creative Cloud software.
  • Must be multi-task oriented, detail-oriented and possess excellent problem-solving skills.
  • Highly motivated and have ability to work independently and as part of a team.
  • Possess good oral and written communication skills.
  • Ability to seek input and coordinate with GIS team members and tribal government users.
  • Ability to occasionally work outside of regular business hours on tasks such as database schema and domain changes and web application updates.
  • Ability to travel for GIS conferences, meetings and training.
  • Ability to occasionally work outdoors in inclement weather.

The physical demands described here are representative of those that must be met by a team member to successfully perform the essential functions of this position. While performing the duties of this position, the employee is frequently required to stand; walk; use hands to finger; handle; feel; or grip objects, stretch and/or reach with hands and arms; stoop; crouch or work in cramped or awkward positions; repetitive motions. This person may regularly lift and/or move up to 30+ pounds. Specific vision abilities required by this position include close vision, distance vision, depth perception, and ability to adjust to focus.
