INTRODUCTION

One of CAID’s projects that aims to support knowledge sharing is the Green Growth Performance Measurement (GGPM) Project. The GGPM has two interlinked components – the Green Growth Index and the Simulation Tool. This consultancy is related to the Simulation Tool. The Simulation Tool is designed to allow users to enhance their knowledge of how countries’ green growth performance can be influenced by different policy options within these dimensions. The Green Growth Index and Simulation Tool are integrated approaches, so the validity of the underlying models and assumptions of the latter depends on the policy relevance of indicators that frame the former. The Index serves to benchmark countries’ green growth performance through a common set of variables based on publicly available and credible data. Because the Index is based on a robust sustainability framework, it can highlight the achievement of many relevant Sustainable Development Goals (SDGs) that are linked to green growth. This consultancy will support the improvement of the Simulation Tool by providing spatial perspectives to the model results, integrating GIS-based assessment of variables affecting the SDG indicators. This will allow the representation of adaptation and mitigation impacts on spatially explicit geographical space. The main deliverables for this consultancy will be models projecting, interpolating, and overlaying GIS maps.

The consultant for this assignment will contribute to the improvement of the Simulation Tool. He/she will be hired by GGGI and will report to the GGPM project manager and work closely with the other members of the team.

OBJECTIVES/PURPOSER OF THE ASSIGNMENT

The consultant’s assignment will include various tasks that will contribute to the significant improvement of the Green Growth Simulation (GGSim) Tool for spatial analysis, which include:

  1. Implement efficient methods to extract and analyze spatial data for various administrative and geographical levels from globally available databases.
  2. Analyze satellite images to assess variables related to the impacts of climate extremes and transform them into scale suitable to the GGsim models.
  3. Identify and implement spatial models capturing susceptibility to climate impacts and adaptation to these impacts using data from the GGSim models.
  4. Project socio-economic and ecological variables into a spatial format suitable for building and modeling scenarios.
  5. Prepare graphics that will best inform the spatial attributes of the GGSim model results.
  6. Prepare a brief report to document the methods for implementing the above-mentioned tasks.

The consultant will also provide input to other tasks that will be relevant to the improvement of the Simulation Tool.

SCOPE OF WORK

This is an individual consultancy assignment to support the GGPM team in GGGI headquarters in developing and applying the Simulation Tool.

The consultant will report on a weekly basis to the GGPM project manager to discuss the deliverables.

QUALIFICATIONS/EXPERIENCE/EXPERTISE

The selected consultant is expected to have the following skills and experiences:

  • At least a Master’s degree in environmental science, human ecology/geography, and/or geomatics.
  • Experience in crafting policy-relevant recommendations from technical work and drafting analytical/technical reports in English are necessary.
  • Experience in a systematic review of scientific literature on concepts and methods related to green growth, climate change, and/or sustainable development is desirable.
  • Many years in using/developing models using GIS and spatial-based software is necessary.
  • Knowledge of sources of global spatial databases is highly desirable.
  • Experience working with international organizations and/or research/academic institutions is highly desirable.
  • The ability to deliver GIS-based models in a short period of time is important.
  • Fluency in spoken and written English is required.
