Under the direct supervision of the Senior Adviser, Global Solutions, and under the overall guidance of the Deputy Director, Programmes, and in collaboration with UNICEF and GenU partners the consultant will support on conceptualising, planning, activating and reporting on  GenU’s flagship skilling platform – Passport to Earning (P2E). The P2E platform aims to provide young people aged 15-24 with free, job-relevant skills, and position them for job opportunities for at least 5 million young people (at least 50% adolescent girls and young women) across several countries by 2024.

Scope of Work:

  • Support the development and implementation of the global Passport to Earning strategy. The strategy will articulate a long-term vision for expanding and enhancing P2E globally. The strategy may include elements such as expansion plans (within existing and to new countries), focus niches for skilling, monitoring and learning plans, cost-effectiveness models, etc
  • Contribute to the successful official launch of Passport to Earning in new countries/markets though coordination with partners, developing material/information and more.
  • Provide day-to-day support, pro-active engagement and troubleshooting to country teams developing and/or implementing Passport to Earning. In doing so ensure adequate planning and tools to enable effective deployment and upkeep of P2E instances. This will include supporting on elements including instance deployment, content curation, blended and self-paced streams, demand creation, M&E, partnerships and advocacy.
  • Maintain the global instance of P2E, including supporting demand creation, monitoring course registrations and completions, supporting resolution of system errors, monitoring user feedback, etc.
  • Support all Passport to Earning governance activities such as preparing for quarterly Steering Committee meetings, providing reporting updates to the GenU CEO and partners on implementation progress, convening weekly meetings with implementing countries, and acquitting ad-hoc management and reporting requests.
  • Develop approaches to specifically respond to the needs of adolescent girls and young women and mechanisms to support them to engage in skilling via the P2E platform.
  • Work with stakeholders (UNICEF, private sector, CSOs/NGOs, etc.) to support youth to transition from learning on the P2E platform to employment, entrepreneurship and social impact opportunities.
  • Work with key team members to develop a rigorous approach to measuring the access and completion of courses on the P2E platform, as well as transitions into employment, entrepreneurship and social impact opportunities.
  • Support the implementation of the P2E research approach, including convening communities of practice with implementing countries, leading grant action learning workshops, and contributing to monitoring and learning reports (for both internal and external publication).
  • Update or develop concept notes and proposals for resource mobilization purpose for both Public and Private Sector donors. Support the pursual and development of new partners to Passport to Earning.
  • Support donor/partner report coordination and development.
  • Support other GenU skilling and opportunity platforms upon request of the supervisor and senior management
  • Undertake other duties and regional/country support upon request of the supervisor and senior management

Qualifications:

Education:

  • Master’s degree from a recognized university in any of the following: Economics, Business Administration, Finance, Entrepreneurship, Innovation, or similar

Work experience:

  • At least 5 years of work experience in education technology, education or project management or relevant areas
  • Experience in working with organizations focused on engaging and empowering adolescents and youth, especially the most marginalized
  • Experience rolling out global EdTech programs that provide skilling opportunities for youth and provide pathways to livelihoods.

Competencies/Knowledge:

  • Strong understanding of Learning Management Systems such as Microsoft Community Training an asset
  • Fluency in English is required, strong written and verbal competency is necessary
  • Working knowledge of another UN language an asset

Requirements:

  • Financial proposal that will include/ reflect:
  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
