Spotlight Initiative is the world’s largest effort to end violence against women and girls and a pooled fund of the United Nations (UN) system. It is a model for localization, unifying communities, civil society, governments, donors, and experts under a common approach rooted in local needs. Spotlight Initiative is also an SDG model fund, operationalizing the UN Development System reforms, and one of 12 UN High Impact Initiatives to drive acceleration across the SDGs. It is housed within the Executive Office of the Secretary-General with a reporting line through the UN Development Coordination Office (DCO).
Initiated with a seed investment of 500 million euros, it has, over 6 years, delivered proof of concept across 26 countries and 6 regions and will now scale up to greater investment and reach, bringing on board new countries and new partnerships. The Initiative will deepen its “whole-of-society” approach, placing the goal of ending violence against women and girls at the centre of national development priorities.
Job Purpose and Organizational Context
The Global Coordinator, as Head of the Spotlight Initiative Secretariat, and with delegated authority from the Deputy Secretary-General as head of the pooled fund, oversees all activities related to the management of Spotlight Initiative, including providing strategic, operational, and administrative leadership. The incumbent will report to the Executive Office of the Secretary-General (EOSG) through the Director, United Nations Development Coordination Office, accountable to the Deputy Secretary-General, working closely with the Spotlight Initiative Governing Body, UN Resident Coordinators, Participating UN Organizations, and the Administrative Agent.
The Global Coordinator of the Spotlight Initiative leads strategic thinking and provides thought leadership for the Spotlight Initiative and guides and oversees the operational and administrative support to the governance mechanisms of the Spotlight Initiative. The incumbent is responsible for the growth and sustainability of the pooled fund, system-wide coordination and engagement, fund secretariat management, ongoing engagement with country and EOSG leadership, and day-to-day management of the fund. The Global Coordinator is guided by and works closely with the EOSG, and as well in close collaboration with DCO, Resident Coordinators, UN Agencies, and key stakeholders of Spotlight Initiative (Governments, Civil Society, and other partners). The incumbent leads advocacy on behalf of the Initiative and represents the fund with a range of internal and external partners, is responsible for outreach to Member States and other partners for securing additional investments, actively oversees replenishment, targeted outreach, and provides regular briefings to partners. The incumbent facilitates the creation of, and manages, an integrated multi-disciplinary, and culturally diverse team within the Secretariat and provides technical and content leadership on programme development, monitoring and evaluation, civil society engagement, strategic positioning, and policy development related to the fund.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
The Global Coordinator of the Spotlight Initiative oversees all activities related to the management of the Spotlight Initiative. Key tasks include, inter alia, the following:

3. Managing Spotlight Initiative and the Spotlight Initiative Secretariat
4. Advocacy, Communication, Partnerships and Resource Mobilisation
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation, and as requested by the Spotlight Initiative’s Advisory Board, its Chair or the Director of DCO.
