BACKGROUND ON IMPACT AND REACH

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

We are currently looking for an Global Programmes Coordinator of our Needs Based Assistance programmatic portfolio to join our team in Geneva

Position: Global Program Coordinator – Needs Based Assistance

Contract duration:Open-ended

Location: Geneva

Starting Date: 1st March 2024

The Global Programmes Department was formally created in 2023 to achieve the following five functions for IMPACT initiatives:

  • Develop organisational programmatic strategy
  • Design key programmes including, development of guidance and toolkits, training systems, identification and completion of research and development, creation of key programmatic digital infrastructure
  • Support in the delivery of key programmes through technical advice and surge
  • Identification and development of key global relationships and partners necessary for the achievement of IMPACT’s global programmatic objectives
  • Informing global decision makers through the analysis and dissemination of global research findings

These functions are achieved currently through 6 programmatic units and 2 programmatic teams:

  • Humanitarian Planning and Prioritization unit, which oversees Multi-Sector Needs Assessments and JIAF support
  • Global Emergencies Unit, which oversees Humanitarian Situation Monitoring, Rapid needs assessments and support to joint analysis and assessment working groups
  • Public Health unit, which oversees all IMPACT work related to food security, health, nutrition and WASH
  • Public Services, Markets & Infrastructures unit, which oversees all IMPACT work related to CCCM, Shelter, Cash and markets and Education
  • Accountability and Inclusion unit, which oversees all IMPACT work related to AAP, Protection, Gender and inclusion, Migration and climate induced displacement and Emergency Telecommunications
  • Area Based Assessment and Response Plannin unit, which oversees all Area Based Assessments and IMPACT’s contribution to the AGORA initiative
  • Remote Sensing team, which oversees all IMPACT’s work on remote sensing, including IMPACT’s partnership with UNOSAT
  • PANDA team, which oversees all IMPACT’s work on monitoring and evaluation, third party monitoring and direct partner support assessments.

The position under recruitment are new roles, that will directly report to the global programmes director and support in the management and coordination of the department functions and units.

RESPONSIBILITIES OF GLOBAL PROGRAME COORDINATORS WITHIN GLOBAL PROGRAMMES DEPARTMENT

Under the delegated authority and supervision of the global programmes director, the global programmes coordinator(s) will be responsible to support in the strategic management, coordination and oversight of IMPACT global programmes. To this end the global programmes coordinator(s) will have the following three responsibilities:

  1. Coordinating the organisational thinking and design across our programmes according to one of three assigned programmatic objectives: Needs-based assistance, People-centered assistance and Emergency response. In close collaboration with the global programmes director and programmatic unit managers, the global programme manager will be responsible to ensure the department achieves its core functions according to its programmatic objectives:
    • Developing a coherent strategic vision that pulls together the work of different programmatic units and workstreams
    • Reviewing programmatic design across relevant units and workstreams to ensure it aligns and is contributing towards the assigned programmatic objective
    • Enabling coherent support to the delivery of country programmes to achieve this programmatic objective
    • Representing the organisation to enable achievement of these programmatic objectives, specifically to:
      • Build structured partnerships necessary to achieve our programmatic objectives
      • Developing global product and policy papers
      • Advocating for humanitarian system change to achieve these objectives
  2. Provide leadership and line management to unit managers within their portfolio. The portfolio of the global programmes coordinator will be assigned according to the affiliations of units to their assigned programmatic objectives:
    • The global programme coordinator (Needs Based Assistance) will oversee HPPU, “GEU” and PHU
    • The global programme coordinator (People Centered Assistance) will oversee AIU, ABA/AGORA, PSMI
    • The global programme coordinator (Emergency Response) will oversee the emergency response teams (TBD)
  3. Provide leadership and coordination oversight of one of the four global programmes department functions committees. These function committees will be responsible for structuring, coordinating and providing cross-cutting departmental oversight of each key function of the global programmes department. They will be responsible to ensure that the key strategic milestones, identified in the global programmes department strategy, are achieved per global programmes department function. Note, these function committees have yet to launched and one of the original roles of the global programmes coordinator will be to support the global programmes director in their launch and design. At the moment the expectation is that the following global programmes function committee will be launched:
    • Organisational programmatic strategy committee – This committee will be responsible to oversee the design of the organisational programmatic strategy process, coordinate its delivery and ensure proper communication and consultation across the organisation occurs. This committee will be directly coordinated by the global programmes director.
    • Organisational programmatic design committee – This committee will be responsible to oversee the design of the organisational programmatic design process, coordinate its delivery and ensure proper communication and consultation across the organisation occurs. This committee will be coordinated by a global programmes coordinator, with co-leadership from someone within the department. This committee will include the oversight of the following three sub-areas, potentially in the form of working groups:
      • Design of programmatic guidance
      • Design of research & development agenda and approach
      • Design of digital infrastructure for core programmes
    • Country programmes delivery support committee – This committee will be responsible to oversee structuring and coordinating the support provided by global programmes department to country teams, coordinate the delivery of country support and ensure proper communication and consultation across the organisation occurs. This committee will be coordinated by a global programmes coordinator, with co-leadership from someone within the department.
    • Global partnerships, policy & products committee – This committee will be responsible to coordinate the delivery of global programmes department function 4 (global partnerships) and function 5 (informing global decision makers) through the development of structured approaches to partnerships, policy and global product design and processes. This committee will be coordinated by a global programmes coordinator, with co-leadership from someone within the department.

DETAILED OUTLINE OF RESPONSIBILITIES

Under the supervision of the global programmes director and according to the processes and approach set up according to the global programmes department function committees, the global programmes coordinator – Needs Based Assistance will enact the following responsibilities:

RESPONSIBILITY 1: CROSS-CUTTING COORDINATION OF NEEDS BASED ASSISTANCE WORKSTREAMS

DEVELOPING CROSS-CUTTING PROGRAMMATIC STRATEGY

According to the processes global programmes strategy committee the global programmes coordinator will building on existing global programme unit strategies, the global programmes coordinator will be responsible for developing, consulting and drafting a cross-cutting programmatic strategy designed to ensure IMPACT research informs needs-based assistance.

COORDINATING PROGRAMMATIC DESIGN

According to the processes set up by the global programmes design committee, the global programmes coordinator will be responsible for ensuring programmes designed to inform needs based assistance are coherent, aligned and coordinated. This will include:

  • All programmatic guidelines, seeking to inform needs based assistance will be signed off and validated by the global programmes coordinator.
  • The development of a cross-cutting clear learning agenda, which identified the research & development priorities, required to continue to build and iteratively improve research programmes seeking to inform needs based assistance
  • Oversight of the development of and potential integration of any key digital infrastructure built to deliver core global programmes.

COORDINATING PROGRAMMATIC DELIVERY SUPPORT

According to the processes set up by country programmes delivery support committee and in close collaboration with the global programmes director, the global programmes coordinator will be responsible for programmes designed to inform needs based assistance are globally tracked, monitored for risk and any risk identified, successfully mitigated within the remits of the global programmes department. This responsibility will include accountability for:

  • A structured knowledge management system that provides global oversight on the geographic territories and implementation status of all core programmes designed to inform needs based assistance
  • A proactive risk monitoring system that tracks implementation and identifies risk at country or global level on the delivery of key programmes
  • Ensures global programmes department is providing timely and relevant technical support to mitigate these risks
  • Ensures learning processes are in place to identify structural solutions to prevent future risk

EXTERNAL REPRESENTATION

According to the processes set up by global programmes partnerships, product and policy committee, the global programmes coordinator will be responsible for programmes designed to inform needs based assistance are successfully represented in global fora. This responsibility includes:

  • identifying and building relationships with key decision makers and partners,
  • shaping and sharing key findings to global decision makers, including the establishment of global product systems
  • developing clear organisational positions on how are our own work and that of the wider humanitarian system.

FUNCTION 2: PROVIDE LEADERSHIP AND LINE MANAGEMENT TO UNIT MANAGERS & OVERSEE THE SUCCESSFUL DELIVERY OF PROGRAMMES AND PROJECTS WITHIN THEIR PORTFOLIO.

LINE MANAGEMENT & OVERSIGHT OF UNIT MANAGERS

Upon the delegated authority of the global programmes director, the global programmes coordinator will be responsible for the line management of the units affiliated to their programmatic objective. This function will require managerial oversight of unit managers through the following responsibilities:

  • Supervise and monitor the coordination of IMPACT global programmes managers in their designated portfolio, ensuring the formulation of outcome-driven strategies and adherence to work plans, project schedules, financial constraints, and quality benchmarks.
  • Provide performance management and guidance to unit managers, ensuring their professional growth, staff welfare and adherence to organisational policies.
  • Provide support to unit managers in the management of their units, including approvals of recruitment, promotion and support to career management of staff within the units

PROJECT MANAGEMENT OF LARGE GRANTS THAT SUPPORT MORE THAN ONE UNIT

Upon the delegated authority of the global programmes director, the global programmes coordinator will be responsible for developing, overseeing and delivering large (1 million CHF+) grants that support more than one unit in their portfolio. This responsibility includes

  • Support to fundraising to ensure the units under their line management have the necessary funds to deliver upon their strategic objectives
  • Provide oversight of the design of cross-cutting projects that support more than one unit and/or validate and sign off on projects funded within singular units
  • Oversee cross-cutting projects that support more than one unit, ensuring that the projects are successfully delivered and all project cycle management procedures are followed in line with donor requirements

FUNCTION 3: PROVIDE OVERSIGHT AND LEADERSHIP OF CROSS-CUTTING GLOBAL PROGRAMME FUNCTION COMMITTEE(S)

Upon the delegated authority of the global programmes director, the global programmes coordinator will be responsible to provide oversight and coordination of one of the global programmes committees. This responsibility will include:

  • Drawing on the existing global programmes department function memo, lead the development and drafting of [Selected committee] global programme sub-function memo. This memo will include an outline of what this function includes, how this function should be executed and with which HQ departments this function should coordinate. The development of this memo will require consultation with relevant HQ department and the global programmes coordinator will be responsible for facilitating this consultation and ensuring sign off from the relevant department heads.
  • Coordinate and ensure there is centralised oversight in the delivery of the global programmes function as defined under the global programmes sub-function memo (see above). This coordination will require setting up active committees who provide a fora to discuss, update and share progress and challenges on the delivery of [Selected committee] assigned global programmes function. The global programmes coordinator will be accountable for knowledge management and ensuring clear communication and change management procedures have been followed in the introduction of new procedures, systems or approaches as proposed by the global programmes function committee. Where necessary, the global programmes coordinator can launch time-bound task forces to identify and resolve specific issues and challenges in delivery of the global programmes function as identified by the committee.
  • Oversee the design, launch, implementation and wrap up of key strategic mile-stones assigned to [Selected committee] global programmatic function committee. The design and launch of each mile-stone will need to be agreed with both the global programmes director and executive director. Under the leadership of the global programmes coordinator, the launch and implementation of each milestone will need to be coordinated by the global programmes function committee and signed off through the Strategic Coordination and Oversight Committee structures. The global programmes coordinator will be responsible for ensuring the necessary consultation and sign off has occurred with relevant HQ heads of department per each milestone. Through the design, implementation and wrap-up of each milestone, the global programmes coordinator will be responsible for feeding back learnings to the global programmes director to ensure the global programmes department strategy is iteratively updated and improved accordingly.

OTHER RESPONSIBILITIES AS ASSIGNED BY THE GLOBAL PROGRAMMES DIRECTOR:

  • Provide support to internal coordination of department, including, but not limited to supporting with design and delivery of inductions, internal departmental meetings, communication reviews
  • Representing global programmes director internally and externally when required
  • Acting as OiC of department when director is travelling for work or otherwise unavailable
  • Providing support to global programmes director on tasks and responsibilities necessary for the successful completion of the global programmes department functions

REQUIREMENTS

  • Academic Excellent academic qualifications, preferably including a Master degree in relevant discipline;
  • Research skills Proven experience overseeing complex research projects in more than one country. Understanding and demonstrable experience in research & development an asset.
  • Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an advantage; Experience with InDesign an asset.
  • Familiarity aid system In-depth understanding and critical assessment of humanitarian coordination architecture at global and country level required.
  • Years of work experience At least 6 years of progressive experience in humanitarian sector, experience working in coordination or leadership roles at both country and global level an advantage
  • Experience of supporting more than 3 HNO processes or 3 IPC processes a requirement. Familiarity with JIAF methodology and process an asset.
  • Management skills Proven team management and leadership experience and skills; demonstrable ability to manage complex teams of more than 10 people a requirement.
  • Communication/reporting skills Excellent communication and drafting skills for effective reporting and research dissemination. Experience representing organisation in global fora an advantage.
  • Multi-tasking skills Ability to multitask with tight deadlines, on numerous research cycles and/or projects.
  • Level of independence Proven ability to lead and manage large teams independently
  • Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility;
  • Experience in geographical region Past experience in more than one region with complex emergencies a requirement
  • Language skills Fluency in English required, competency in additional languages frequently used by IMPACT country teams (French, Spanish and Arabic) an asset.
  • Security environment Demonstrable ability to operate in a complex and challenging security environment

COMPENSATION AND BENEFITS

  • For this position, gross salary between 6’820 CHF and 7’170 CHF monthly (before income tax). NB – IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education and experience of staff. A contribution to medical insurance of 450 CHF per month is already included in the salary figure.
  • Insurance covering professional and non-professional accidents throughout the period of employment with IMPACT
  • Health insurance, life insurance and repatriation assistance in case of field visits/temporary deployments
  • Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months from the start of contract.
  • Applicants must hold a valid work permit for Switzerland or be EU/EFTA citizens
  • Up to 40% of remote work on a weekly basis
