The Programme Coordinator supports the implementation of the global KOICA-UNFPA Conflict and Fragility Programme covering six countries: Mali, Somalia, the Central African Republic (CAR), South Sudan, Lebanon, and Palestine. This includes overall programmatic and operational support, coordination of programme monitoring and reporting, ensuring close collaboration with KOICA and MOFA, supporting and managing learning events as requested by the donor, and supporting the visibility of the programme results. The incumbent will ensure the programme is implemented according to the expected timeline and delivers timely results.

You would be responsible for:

  • Provide programmatic and operational assistance, especially related to financing, monitoring, and reporting, to support UNFPA country offices and regional offices in implementing the programme in a timely manner. 
  • Ensure that the implementing countries and partners follow KOICA and UNFPA policies and procedures. 
  • Support UNFPA COs and ROs with engaging Korean partners.
  • Closely work with KOICA, MOFA and the National Assembly of the Republic of Korea to inform them about the results and lessons learnt from the programme.
  • Support SRO with strategic communication and advocacy issues.
  • Work actively with HRB, RMB, and MCB to report progress and increase the visibility of the KOICA-UNFPA Conflict and Fragile Programme. 
  • Coordinate the review, approval and signing of the programme reports by KOICA .
  • Be responsible for ongoing donor contacts to ensure their sense of ownership and coordinate any major donor events such as field trips, learning events and donor consultations, if necessary, by collaborating with other UN agencies based in Seoul which are receiving funds from KOICA through the CFP.    
  • In collaboration with UNFPA’s Media and Communication Branch and Seoul Representation Office, produce information materials to highlight the overall progress of the programme and its achievements to donors, including presentation brochures, press releases, media interviews, social media placement, and activation of a web page.
  • Contribute to the regional annual report to include material that appeals to KOICA.

Qualifications and Experience: 

Education:  

  • Advanced Degree in any of the following: social science, sociology, gender, international relations, international development, management or another related field.

Knowledge and Experience: 

  • At least five (5) years of relevant experience in administration/finance, programme and team management/leadership and coordination, as well as dealing with communications/advocacy with government officials, politicians, and other stakeholders that are relevant to ODA;
  • Previous experience in donor relations, in particular KOICA and their parent organisation MOFA ROK, related to programme coordination/management in the areas of SRHR, GBV, population, and other priority issues to the ROK government (e.g. human resources, NGOs, private sectors, etc.);                               
  • Previous experience working with lawmakers, particularly the Parliament or the National Assembly of the ROK, to enhance visibility and awareness in SRHR, GBV, population, etc.      
  • Familiarity with UNFPA and ROK govt’s mandate, its policies and operations, protocols, knowledge of development priorities and international/national politics;
  • Excellent interpersonal, communication, negotiation, and managerial skills required;
  • Excellent written communication and drafting skills both in English and Korean; 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web-based management systems (e.g. UNFPA Quantum);
  • Demonstrated ability to work in a team.

Languages: 

  • Fluency in English and Korean is required. Working knowledge of other official UN languages is desirable.
