What we are looking for

We are looking for Senior HR Management (Generalist) international experience within humanitarian/recovery contexts. Specific experience in HR set up in start-up environment as well as change management experience.

Those with experience with emergency response and or experience in hard to reach complex and volatile contexts have an added advantage.

What you will do

The purpose of the HR Manager position in a Country Office, is to have responsibility for ensuring that the HR system is according to NRC’s standards, and to support programme/project implementation through provision of HR services.

When deployed to a start-up operation, this position plays a crucial role in ensuring that the HR set-up is according to NRC’s standards and procedures, and to support programme/project implementation in a start-up.

The Global Roving HR Manager Start-Up will undertake short-term deployments, up to 6 months, to different NRC country operations.

The main purpose of the Global Roving HR Manager Start-up position is, but not limited, to:

  1. Be deployed as the interim HR Manager in a start-up country establishing the HR function and associated NRC standards and procedures.
  2. Be deployed as HR Manager or HR Adviser to a CO, due to scale up, emergency response or the need for quality enhancement/capacity building.
  3. Be deployed as the interim HR Manager in an existing NRC CO, due to critical staffing gap.

The HR Manager is overall responsible for:

  • Implementing NRC’s HR and administration systems and procedures ensuring that country the set up adheres to employment standards, HR policy and other NRC policies.
  • Compliance with the local labour law.
  • Training, support, management and development of HR teams during a start-up.
  • Providing regular HR analysis and reports.
  • Safe, compliant and standardized filing of personnel documents in all offices.
  • Implementing and guiding staff on the use of Emergency HR Procedures, as necessary.
  • Promoting the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring

  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context.
  • Advanced knowledge and expertise in HR
  • Experience from working in complex and volatile contexts.
  • Self-driven, with the ability to achieve objectives and operate in a work environment with little structure.
  • Strong written and verbal communication skills, with the ability to advise colleagues and senior management.
  • Strong organisational and planning skills, with the ability to manage multiple priorities and/or delegate.
  • Documented experience in establishing, training, managing and coaching an HR/Admin team.
  • Fluency in English, both written and verbal. Fluency in French or Spanish is highly advantageous.

       Understanding of and commitment to:

  • organisational learning, quality management and development.
  • working collaboratively with technical and operational colleagues within a matrix structure.
  • Ability to work under pressure, independently and with limited supervision.

What we offer

  • Duty station: Global roving, home based when not deployed.
  • Contract: 24 months
  • Travel: Up to 75% (candidates applying should be comfortable with this level of travel to different contexts).
  • Salary/benefits: Grade 9 on NRC’s grading structure.
