In your role as Global Safeguarding Advisor in the War Child Alliance (WCA) you support the development, roll-out, and active implementation of the Safeguarding & Integrity policies, development of tools, strengthening capacity, knowledge exchange and learning, and the process of constantly improving measures to safeguard adults, youth and children across all WCA programmes. You provide guidance, empower and support the country and regional-based safeguarding staff and focal points, and work with the Head of Safeguarding and Integrity to develop effective and innovative approaches to embed a safer culture throughout the WCA organisation.

You will conduct and manage investigations in allegations of breaches of the Safeguarding and PSEAH policies. WCA has a duty of care and responsibility to keep everyone safe. The WCA implements a zero-tolerance approach to substantiated safeguarding concerns. This means the post holder works contains dealing with sensitive, heavy and high-risk topics and cases. The position can be based on any of the locations where War Child has an office, the interested candidate must have the right to work in this country.

The Global Safeguarding Advisor role is part of the Safeguarding & Integrity (S&I) Team in the People & Culture Department. The Advisor will work closely with the regional and country-based safeguarding staff, the Global Integrity Advisor and the Global Internal Auditor/anti-fraud and corruption advisors and will collaborate with key stakeholders across the entire WCA.

Your Responsibilities

  • Developing, rolling-out, implementing, revising, improving and monitoring effectiveness and compliance of the Global Safeguarding Policy, Global PSEAH Policy, Speak Up! Procedure and related policies, procedures and guidelines (together with the other S&I team members).
  • Providing Safeguarding advice, support, guidance, mentoring and coaching.
  • Developing and/or facilitating training, learning (materials) and awareness materials/activities to country leadership, staff, focal points and partners.
  • Supporting country and regional Safeguarding staff to develop and deliver training, support and progress safeguarding action plans, map survivor support, engage with partners and other NGOs.
  • Designing and delivering effective strategies, projects, and tools to ensure that all children, youth and adults who WCA representatives interact with or work for the WCA are protected from harm and abuse.
  • Collaborating with the MEAL team to ensure appropriate accountability and feedback mechanisms are in place, including child friendly and age-appropriate mechanisms, are in place for all programmes.
  • Researching and developing innovative approaches to countering any type of harm and abuse, including sexual misconduct and child abuse. Work together with the entire Safeguarding & Integrity Team to promote best practice across WCA.
  • Learning from trend analysis and patterns of cases/incidents dealt with and inform programme improvements.
  • Leading impartial/evidence based/professional investigations into allegations of breaches of the Global Safeguarding Policy or PSEAH Policy in accordance with agreed WCA procedures.
  • Providing engagement, oversight and capacity development to regional / country safeguarding staff and/or focal points conducting safeguarding investigations and train regional / country safeguarding staff and/or focal points to strengthen investigation skills.
  • Communicating confidentially, safely, empathetically, sensitively and effectively with survivors, complainants/reporters, witnesses, subject of concerns and other internal and external stakeholders.
  • Collaborating with staff from other WCA teams to ensure mainstreaming of safeguarding best practice in their own respective work field (e.g. HR, Public Facing Fundraising, Communications).
  • Supporting safeguarding staff and focal points to develop networks in country to allow for an agile response in investigations and identify sources of GBV, PSEAH, and Protection support.
  • Responsible for creating a culture committed to the safeguarding of all who come into contact with War Child and compliant to WCA PSEAH and Safeguarding Policies.

Your Profile

  • Minimum of 5 years of practical experience working with children, youth and adults in international development and humanitarian settings.
  • Qualification in a specialist technical or professional field relevant to role (e.g. Education, Law, Social Work, Child Protection, Child Rights, Psychology)
  • Demonstrable a minimum of 3 years of experience in developing and implementing safeguarding policy and procedures for the delivery of high-quality standards
  • Experienced, knowledgeable, trained and skilled in conducting investigations into child abuse and sexual misconduct, especially when it comes to dealing with investigations related to children, women and other vulnerable groups.
  • Knowledgeable about PSEA and safeguarding, including child safeguarding.
  • Experienced working within an international context or with INGOs.
  • Skilled in designing and facilitating safeguarding learning in different cultural and organisational contexts.
  • Able to work collaboratively with a wide range of stakeholders and influence using a variety of different styles, considering cultural differences.
  • Able to work with a high degree of confidentiality, and to manage conflict and handle sensitive issues with an empathetic and results-driven approach.
  • Demonstrable experience in gender, inclusion and conflict-sensitive programming.
  • Excellent skills in report-writing and documentation.
  • Strong analytical skills and knowledge of how to improve policy and practice.
  • Strong co-ordination and proactive leadership skills, and the ability to mentor and support staff.
  • Excellent interpersonal skills and ability to collaborate and form effective partnerships with internal and external stakeholders, demonstrating patience, tact, diplomacy and sensitivity to culturally diverse environments.
  • Able and willing to travel globally, including to hardship environments and at short notice.
  • Strong working knowledge of English (Dutch, French and/or Spanish are an added benefit)
  • Available to work fulltime
  • You have the right to work in one of the countries where War Child has an office. We do not offer visa sponsorship or relocation assistance.

Our Offer

  • The following offer is based on a Dutch/UK employment contract. Actual conditions and benefits will depend on the hiring WCA office

Dutch contract

  • Salary range from €3,898 to €4,847 gross per month, based on 40 hours week (the exact step determined by the years of your relevant working experience).
  • 28 vacation days on full time basis (consisting of 26 vacation days plus 2 additional fixed free days, based on 40 hours work week)
  • Flexible working policy
  • A pension scheme fully paid by War Child.
  • Monthly mobile phone contribution of €25.
  • Contribution to travel costs and working from home costs.

UK contract

  • Salary range from £47.500 to £57.900 gross annum, based on 37 hours week (the salary determined by the years of your relevant working experience).

  • 28 vacation days on full time basis
  • Pension contribution from War Child.
