ABOUT THE ROLE
The Transparency International Secretariat is currently seeking a Global Security Manager (m/f/d) for coordinating and sustaining our global and multi-country initiatives involving Advocacy and Legal Advice Centres (ALACs) and supporting chapters’ national ALAC initiatives.
In many countries, Transparency International’s mission to fight corruption affects the interests of governments, powerful businesses or corrupt individuals. As a network of anti-corruption watchdogs operating in 100+ countries, our chapters at times face significant risks, ranging from threats, intimidation and smear campaigns to investigations, legal proceedings and cyber-attacks. Risks are compounded by the increasing severity of civic space restrictions. To manage and minimise security risks for its Secretariat and National Chapters, we are seeking an exceptional individual with solid experience supporting local civil society actors at risk in diverse contexts to lead TI-S security function.
The Global Security Manager has lead responsibility for TI-S security function and its strategy, planning and budgeting; they contribute to all aspects of TI-S security work, including incident response and crisis management, capacity building on security and security advice to chapters, and the development, implementation and monitoring of security processes and resources. They work closely with the Secretariat’s Global Movement, Technology, Communication and Legal teams to be able to respond to the multi-faceted threats faced by our movement. The Global Security Manager is part of a 2-person team and provide support and oversight to the Global Security Coordinator.

Band: salary according to TI-S internal salary structure; for this position corresponding to band PF3, salary starting EUR 55,650 gross per year depending on relevant experience
Starting Date: as soon as possible
Contract Duration: Currently we can offer an employment contract limited for a duration of 2 years. There is a prospect of extension subject to organizational need continuing, performance proven and funding confirmed and there is interest in a stable and long-term cooperation.
Working Hours: full time [100%; 40 hours per week]
Location: Transparency International Secretariat (TI-S), Berlin – with international travel [up to approx. 30%]
MAIN ACCOUNTABILITIES OF THE ROLE
Based in the CEO Office team and reporting to the CEO, the Global Security Manager will:
- Serve as the primary focal point for safety and security for staff at the Secretariat in Berlin and for our National Chapters
- Strengthen capacity for security risk management in National Chapters including through workshops, advice and feedback on security plans
- Develop and nurture a network of security focal points within the Movement
- Lead crises management efforts and support chapters in responding to incidents with advice on how to effectively mitigate the diverse risks they face
- Develop, implement, monitor and update the necessary security policies and documentation
- Coordinate with the Technology team on issues regarding information security and cyber security
- Contribute to the communications rapid response unit which develops responses to incidents in the form of statements and press releases as appropriate
- In collaboration with the Fundraising team, contribute to fundraising efforts to sustain the work of TI-S security team, including drafting or reviewing funding applications and reporting to funders
- Monitor local and regional security conditions and liaise and coordinate with National Chapters and other partners in affected countries
- Provide content supervision to the Security Coordinator
CANDIDATE PROFILE
In order to succeed in this role, candidates will need to meet the following:
- Substantial experience supporting the security and protection needs of NGOs engaged in advocacy, human rights or journalism
- Experience in tackling direct risks occurring as retaliation for advocacy and case work – whether physical, legal or reputational
- Familiarity with the security and protection approaches developed within the human rights defenders protection community
- Minimum of 7+ years of experience of security and protection, preferably including global headquarter settings
- Demonstrated track record of delivering advice and capacity development in security, both on risk management processes and on how to effectively mitigate the diverse risks that advocacy groups may face
- Experience with risk analysis in geographies such as Africa, Latin America, Asia, and the Middle East a strong advantage
- Experience of setting up and running crises management functions desired
- Strong communication skills and protocol awareness required for conveying complex security and risk issues to laypersons, operational decision makers and external partners
- Written and spoken fluency in English; working knowledge of Spanish or French a plus
- Undergraduate degree or equivalent education in a relevant topic; additional professional certification in security or risk management (e.g. CPP) desired
