The overall objective of the Enhancing Adaptation Action in Turkey Project is to build societal resilience by strengthening climate change adaptation, particularly at sector and urban level.

The specific purpose of this Project is to establish an enabling environment for climate change adaption in Turkey by developing the policy, technical and operational baselines, including (i) better decision-making tools for national climate change adaptation policies, (ii) urban adaptation planning solutions (urban adaptation strategies and action plans), (iii) capacity building and networking activities for climate change adaptation with the EU and the international community, and (iv) a climate change adaptation grant programme to implement climate change adaptation action.

Estimated results:

Result 1. Develop better decision-making tools for climate resilient sustainable development.

Result 2. Develop adaptation and resilience planning in urban areas

Result 3 Develop capacity for climate change adaptation action

Result 4 Improve operational capacity for climate change adaptation action through a climate change adaptation grant programme

Within the project, Technical Assistance for Implementation of the Climate Change Adaptation Grant Programme (CCAGP) is to provide grants for the implementation of adaptation actions at local and regional level in Turkey with the objective to improve resilience of communities, protect natural resources and ecosystems and enhance adaptation capacity of vulnerable economic sectors.

CCAGP will indicatively target wide range of stakeholders including local governments, regional and provincial directorates, regional development agencies, non-governmental organisations, universities and research institutes, community-based organisations, chambers, unions and also vulnerable communities/locations. Special attention will be given to the needs of socially, physically and naturally disadvantaged groups including children, youth, the elderly, women, persons with disabilities.

CCAGP will be implemented directly by the Ministry of Environment, Urbanization and Climate Change. Technical Assistance (TA) for the CCAGP will be implemented by UNDP. UNDP will manage and execute the TA sub-component to support the Ministry of Environment, Urbanization and Climate Change / General Directorate of European Union and Foreign Relations for the design, implementation and evaluation of the grants sub-component.

The Grant Manager will work under the direct supervision of UNDP Climate Change and Environment Portfolio Manager, in close collaboration with the CCE Portfolio Administrator/Projects Implementation Administrator and CCE Portfolio M&E Advisor to ensure smooth and timely management of inputs and for monitoring, evaluation and reporting of results. S/he will be responsible for supporting the Result 4 of the project; Improve operational capacity for climate change adaptation action through a climate change adaptation grant programme.

3.    Scope of Work 

  • Coordinate and manage the Grants Component in liaison with the Ministry of Environment, Urbanization and Climate Change/General Directorate of European Union and Foreign Relations, Directorate of Climate Chnage and Steering Committee.
  • Implementation of the Technical Assistance duties, activities and sub-activities defined under Component 3 of the Description of Action of the project.
  • To be in charge inputs related to development of materials, manuals, with the relevant templates related to evaluation of applications and implementation of grants.
  • Supervising the management of the Grants Component accounts to assist Ministry of Environment, Urbanization and Climate Change / General Directorate of European Union and Foreign Relations.
  • Manage and prepare the call for proposals and assist the evaluations of the grants program.
  • Train and guide Ministry of Environment, Urbanization and Climate Change / General Directorate of European Union and Foreign Relations, Directorate of Climate Change and UNDP staff to build up capacity at central level to design, manage, implement and monitor EU grant schemes.
  • Train and guide successful applicants for proper implementation of projects.
  • Assist Ministry of Environment, Urbanization and Climate Change / General Directorate of European Union and Foreign Relations in the monitoring of the accounts and maintenance of adequate records for all expenditures incurred and monitor compliance to the project budget.
  • Support beneficiaries during implementation: procurement procedures, proper record keeping, other training programmes.
  • Ensure timely, effective and qualified implementation of the awarded grants to be in line with relevant EU procedures.
  • Preparing all reports and other deliverables of Grants Program and checking translations of them.
  • Organizing stakeholder workshops and project development sessions for stakeholders to explain about the project, and to assist potential applicants in making the link between local environmental problems and the global concerns.
  • Preparation and presentation of grant programme status reports to the Project Steering Committee, Ministry of Environment, Urbanization and Climate Change, EU Delegation and UNDP.
  • Supervise the preparation and submission of reports – financial and narrative reports to donors, partners, Project Steering Committee as well as to UNDP.
  • Supervise the Project staff recruited to support the grant programme of the Project.
  • Grant component of the project successfully managed in close contact with the project partners.
  • Technical Assistance duties, activities and sub-activities implemented as per Description of Action and budget in line with the UNDP rules and regulations.
  • Status of the grant programme is reported timely and sufficiently.
  • Experience acquired and lessons learned successfully disseminated.

S/he will report to the UNDP Climate Change and Environment Portfolio Manager.

6. Minimum Qualifications of the Successful NPSA

Min. Education requirements Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, engineering, political/social sciences, land use planning or design, climate change adaptation or environment management or disaster risk reduction or related field is required, or

A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Min. years of relevant work experience  Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
Required   skills  Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.

Knowledge and experience in relevant thematic area

Minimum 3 years of experience in managing grant programmes with national and local governments.

Desired skills in addition to the competencies covered in the Competencies section Experience in management of at least 5 grant programmes with public organizations;

Experience in at least 1 grant programme within the rules and contractual procedures of UNDP

Experience in at least 3 grant programme within the rules and contractual procedures of EU;

9 years of relevant professional experience and minimum 5 years of experience working with international institutions/organizations is an asset
