ENVIRONMENTAL PLANNER 3 (IN-TRAINING)

Olympia, Washington – Thurston County

This position may be eligible for telework.   The default assigned work location of all WDFW positions – both on-site and telework-eligible positions – are within the State of Washington.  Frequency of onsite work will vary based on business and operational needs.

Anticipated Project Length: 53 Months
February 1, 2024 – June 30, 2028

Anticipated project length is contingent upon continued U.S. Environmental Protection Agency (EPA) funding allocations under the cooperative agreement.

The Habitat Strategic Initiative Lead (HSIL) is the Washington Department of Fish and Wildlife (WDFW) and Department of Natural Resources (DNR) co-led program to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the U.S. Environmental Protection Agency (EPA).

This position co-manages the HSIL grant program to invest and manage federal funds from EPA to implement the four Habitat Implementation Strategies: Floodplains and Estuaries, Land Development and Cover, Shoreline Armoring, and Marine Vegetation.

Depending on which level you are hired at, your monthly salary range will be as follows: 
Environmental Planner 2 – $4,497.00 – $6,046.00
Environmental Planner 3 – $5,341.00 – $7,184.00

This is an opportunity to advance Puget Sound habitat recovery through grants that support hard-to-fund recovery activities and reduce barriers to on-the-ground restoration and protection.

With your experience, you will negotiate Statements of Work and budgets with subrecipients to support strong outcomes linked to Implementation Strategy goals and manage subsequent grant agreements.

We are seeking a candidate to develop and implement policies, processes, and standards to facilitate the contracting process and manage risk.

Duties

Here are some things you will be doing in this role,

Develop the grant program policies and standards; negotiate Statements of Work and budgets with subrecipients to support strong outcomes linked to Implementation Strategy goals; and manage the resulting grant agreements: 

  • Coordinate and implement the grant program.
  • Lead the negotiation of Statements of Work and budgets with successful RFP applicants (i.e. staff at government agencies, tribes, special districts, or non-profit organizations) that highlight the connections to the Implementation Strategies.
  • Manage HSIL grants and contracts.
  • Complete EPA required reporting for grant program and organize grant records to ensure record retention and EPA requirements are met.
  • Provide administrative and technical support to HSIL staff and subrecipients on use of grant management system.

Support the development of Requests for Proposal (RFP) application and evaluation materials on specific topics following EPA funding guidance: 

  • Support Policy Leads in developing coordinated RFP processes.
  • Support Implementation Strategy Leads and Subject Matter Experts to develop RFP documents.
  • Participate in RFP evaluation and selections processes as an HSIL team member.
  • Ensure technical documents meet shared SIL requirements and are coordinated with other SILs.

Support the overall HSIL EPA workplan through supporting team activities and providing situational awareness: 

  • Participate in weekly internal planning meetings and other coordination efforts as needed.
  • Work with Policy Leads and Budget Analyst on risk management of cooperative agreement related to grant performance and spend-down.
  • Ensure Implementation Strategy and Policy Leads are engaged in the review and amplification of deliverables from grants to ensure investments continue to advance planning and communication needs related to programmatic goals.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in government office environments. Office hazards include repetitively entering data into computer, looking at computer monitors for long periods of time, working at a computer for long periods of time.
  • Schedule:
    • Typically, Monday – Friday, 8:00 AM to 5:00 PM, but the incumbent may be expected to adjust the work schedule to meet business needs.
    • A flexible work schedule (including work from home options) will be considered at the incumbent’s request, subject to supervisory approval.
  • Travel Requirements:
    • Some travel within the Puget Sound region will be required to meet with partners, conduct business, or attend or provide training.
  • Tools and Equipment:
    • Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, copy machine, etc.).
  • Customer Interactions:
    • Contact (likely daily) with clients, including some contact with those who may be angry, distraught, or frustrated.

Qualifications

This Environmental Planner 3 (In-Training) series provides mentoring and career development opportunities for candidates with limited related experience.   
 
Candidates will be hired as an Environmental Planner 2 or Environmental Planner 3, dependent on skills and experience.
 
Required Qualifications for the Environmental Planner 2:

  • Bachelor’s degree with a major emphasis in one of the following:
    • Land use, urban, regional, environmental, or natural resource planning.
    • Geography.
    • Environmental or natural science.
    • Land use or environmental law.
    • Public administration with an environmental emphasis.
    • Project management and/or finance.
    • Or closely related field.

And

  • Three (3) years of professional experience in one or more of the following:
    • Land use, urban, regional, environmental, or natural resource planning.
    • Environmental or natural science.
    • Public administration.
    • Project management and/or finance.
    • Program development.

Or

  • One (1) year of experience as an Environmental Planner 1.

Please note:

  • A Master’s degree in an applicable field will substitute for two (2) years of the required experience.
  • Additional qualifying experience in related fields will substitute year-for-year for the required education.

Required Qualifications for the Environmental Planner 3:

  • Bachelor’s degree with a major emphasis in one of the following:

  • One (1) year of experience as an Environmental Planner 2.

Required for all of the above:

License: 

  • Valid driver’s license.

Knowledge, Skills, and Abilities:

  • Managing the administrative aspects of a program, including contract management and reporting requirements.
  • Ability to apply negotiation and conflict resolution skills.
  • Ability to seek and act on opportunities to improve, streamline, and re-invent work processes.
  • Basic use of Microsoft Office programs (including Word, Excel, and Powerpoint).

PREFERRED QUALIFICATIONS:
In addition to the required qualifications above, our ideal applicant will also have some or all of the following:

  • Knowledge of the Puget Sound Action Agenda and Puget Sound recovery goals.
  • Leading and facilitating a team or work groups to achieve desired and productive outcomes.
  • Knowledge of natural resource laws, policies, and programs and how these affect and/or enable fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.
  • Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies
