The execution of the Project will be the responsibility of IUCN, which assumes the general coordination, administration, as well as the technical and financial supervision of the Project. IUCN also assumes monitoring and technical support for Sub-Beneficiaries, facilitating learning among actors. For this purpose, a Project Coordinating Unit (PCU) will be formed within the ORMACC. The UCP will have its headquarters shared between the IUCN offices in San Salvador and Guatemala City.

Main Responsibilities Of The Position:

The Grant Manager Officer will provide technical and administrative support to the two Projects described above: Selva Maya II and GENERA. You will work under the supervision of the Selva Maya II Project Coordination, in close coordination with the GENERA+ Project Coordination and with the technical guidance of the Regional Project Portfolio Coordinator, based at the ORMACC headquarters in San José, Costa Rica.

The Grant Manager Officer will be responsible for ensuring the design of the donation mechanisms, as well as the required tools, to carry out the (3) Calls provided for in the two Projects. The corresponding responsibilities include, among others:

  • Provide inputs for the Operational Manual and Operational Plans (POG, POA) of the Projects.
  • Develop the methodological and conceptual guidelines for the preparation of Subproject proposals.
  • Develop evaluation matrices for proposals to ensure that the most appropriate proposals are selected.
  • Design and ensure the functionality of an online platform so that proponents can present concepts/proposals as well as reports of approved Subprojects.
  • Support the launch and monitoring of calls based on the processes and tools approved by IUCN and KfW.
  • Support in the organization of Due Diligence.
  • Facilitate training workshops for proponents who have passed the pre-selection.
  • Support in the management of financial allocation to approved Subprojects, including the preparation of financial allocation agreements.
Specific Functions:

Ensure the planning and coordination of three Calls in close collaboration with the PCUs of the projects, the representatives of the National Offices and the Regional Project Portfolio Coordination:

  • Design the call mechanism, the procedures manual with the call documents and the spaces where the calls will be published, ensuring the efficiency of the process
  • Design the Subproject dissemination mechanism in close collaboration with the Communication Officer
  • Ensure compliance with the procedure manual and its update, if required
  • Coordinate the implementation of the 3 calls and ensure that interested organizations receive answers to their concerns efficiently
  • Facilitate training workshops for preselected organizations
  • Lead the technical evaluation committees of Subproject proposals. Includes the development of evaluation matrices for pre-selection and final selection
  • Ensure the environmental and social risk assessment processes of the Subprojects, as well as Due Diligence of the organizations that will present Subproject proposals, in coordination with the ORMACC Regional Safeguards Specialist
  • Synthesize the evaluation process of proposals for Subprojects. Subprojects and provide recommendations for the selection of eligible Subprojects to be sent to KfW for non-objection
  • Prepare and coordinate the signing of Subproject Implementation Agreements, according to relevant IUCN and KfW policies
  • Lead the process training induction to the staff of the Sub-Beneficiaries, in technical, administrative and financial procedures to be followed, in collaboration with the administrative-financial and technical staff of the ORMACC
  • Establish the disbursement processes to the Sub-Beneficiaries in collaboration with the ORMACC financial staff
  • Coordinate the monitoring of compliance with the technical, administrative and financial obligations in the Implementation Agreements, in strict compliance with IUCN policies and procedures and KfW requirements, and in close coordination with the PCUs of each Project , as well as administrative-financial staff of ORMACC
  • Ensure the delivery of the inputs required for internal technical reports on the Subprojects in a timely manner
  • Coordinate the necessary technical and operational support to the consultants hired for the delivery of products linked to the call processes
Promote institutional learning processes on topics related to Grant Management:
  • Be part of the regional Task Force for Grant Management of ORMACC, in close coordination with the Regional Project Portfolio Coordinator
  • Promote synergies of I work with other IUCN initiatives, IUCN members, IUCN commission members and other partners that are executing actions within the area and themes of the subprojects.
Reporting Responsibilities:

The reporting responsibilities of this position are as follows:
• Learning, risk management and environmental safeguards of the Subprojects
• Contribution of the Subprojects to the general scope of the Selva Maya II and GENERA+ Projects.

Compliance With Delegation Of Authority:

  • The Grant Manager Officer is expected to comply with the IUCN Delegation of Authority (DoA) policy in effect at any particular time, as well as any subdelegations issued thereunder. This compliance must be exercised with diligence and consideration for the content, spirit and purpose of the DoA.
Requirements:
  • Have one of the following University Degrees (or equivalent): Agricultural Engineer, Natural Resources Engineer, Forestry Engineer, Biologist, Geographer, Economist, Project Management or related career. Preferably have a master’s degree in related topics.
  • At least seven years of general experience and three years of specific experience in management and conservation work of protected areas, sustainable management of natural resources, strategic planning and/or sustainable local economic development.
  • Minimum experience of 5 years in preparation, planning and execution of participatory conservation/rural development projects/programs in protected areas, development and conservation projects, territorial planning, strategic planning, management with local committees.
  • Demonstrable experience in managing and monitoring donations and related financial mechanisms, preferably within protected areas.
  • Broad knowledge of the Region of execution of the Projects, particularly on the topic of protected natural areas, their importance, resources, challenges and actors, as well as the strengthening of connectivity.
  • Experience in relationships with grassroots, local, indigenous and/or second-level organizations that have implemented projects linked to agricultural production, livestock, forestry, agroforestry, territorial planning and governance, landscape restoration, conservation and/or change climate.
  • Experience in relationships with public sector institutions, mainly those related to forestry, agriculture, agroforestry, conservation, landscape restoration, conservation and/or climate change aspects.
  • Experience and skills to manage budgets, planning and financial/administrative monitoring associated with goals and indicators.
  • Ability to relate to multidisciplinary teams, government organizations, particularly with the authorities in charge of managing protected areas in the sector, and non-governmental organizations related to the conservation and sustainable management of natural resources.
  • Knowledge on the topic of gender inclusion, indigenous peoples and vulnerable populations is considered an advantage.
  • Proven experience in projects involving KfW procedures or other international donor entities, especially under grant mechanisms, will be considered an advantage.
  • Management of computer tools (online administrative systems, Word, Excel, PowerPoint, Google Drives, Dropbox, Wetransfer).
  • Proficiency in Spanish and English spoken, written and read (English: intermediate level).
  • Residing or availability to reside in Guatemala City.
  • Willingness to travel in and out of the countries covered by the projects, as required by their functions.
