Overview

The Grants and Contracts Manager is accountable for the end-to-end management and administration of  all contractual actions, including awards and subawards, modifications, vendors, consultants, and compliance within the designated portfolio.  Liaison with donors and federal agencies, JHU, all Jhpiego departments, and partners/subrecipients for contractual issues, negotiations, required approvals, payments, etc.

Responsibilities

Grants & Contracts Management

  • Advises and provides guidance on USG and other donor rules and regulations, including updates and revisions
  • Develops and negotiates grants and contractual documents
  • Problem-solve the complexities of contractual situations, common issues, or audit findings
  • Collaborates and negotiates with key donor staff, including the AO/AOR/ applicable donor counterparts
  • Manages submission of prior approvals, waivers, extensions and all other critical contractual actions
  • Advises and communicates with project teams on requirements, timing, status and results of contractual actions
  • Ensures compliance with contractual requirements particularly in terms of reporting
  • Identifies and reviews components of required financial and programmatic reports for donor submission
  • Prepares for, and/or participates in audits.
  • Applies expert knowledge of Office of Management and Budget (OMB) Code of Federal Regulations (CFRs) and Federal Acquisition Regulation (FAR) regulations
  • Applies expert knowledge of Jhpiego and JHU policies and procedures to grants and contractual documents, procurements, all other items related to grants and contracts management, etc.

Grant/Subgrant and Contractual Funds Management

  • Oversees, at a high level, funds for awards and subawards
  • Engages with sub-contractors/grantees to provide capacity building and support
  • Reviews subaward invoices and liaises with JHU to ensure payments and resolve issues and delays
  • Facilitates work plan and budget development
  • Communicates with stakeholders relevant rules, regulations, standards and guidance governing subawards and financial management

Contractual Database Management

  • Manages contractual databases including JHU specific (e.g. COEUS, JHURA Agreement Workflow System (JAWS), Subaward Workflow Information Tracking System (SWIFT), SAP), Jhpiego (e.g. DocuVantage, CRM) and donor (e.g. Grants.gov Workspace, GrantSolutions, FFATA, SAM.gov)
  • Navigates the databases to pull reports and key information for donors etc.
  • Works with JHURA and other stakeholders to problem-solve and refine systems
  • Manages submission process and maintain quality control
  • Communicates proactively with JHU and stakeholders and respond to questions

Training

  • Organizes and leads regular and need-based trainings on contracts and compliance topics and systems for U.S. and field-based staff
  • Provides onboarding for new staff

Continuous Improvement

  • Manages and refines Standard Operating Procedures (SOPs), manuals, templates, and other CMCD-managed reference materials
  • Develops process and system manuals, guides, and reference materials as needed

Procurements

  • Provides guidance on contractual elements of procurements (e.g. Technical Service Contracts (TSCs), Consultants, Leases, Master Agreements and Task Orders)
  • Provides guidance and training on vendor selection process, documentation (e.g. Basis for Vendor Selection (BVS)), and requirements as per Jhpiego’s and JHU’s policies and procedures
  • Provides guidance on donor requirements for procurements, and manage submission of procurement prior approval requests to donors
  • Liaises and collaborate with Jhpiego Procurement, JHU, etc. as needed to resolve issues and provide trainings

Supervision

  • Provides coaching, guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Leads a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Qualifications

  • BA with 5 years in similar position
  • Previous experience in sponsored project management, financial or cost management
  • Previous cost management experience with multi-office and multi-national international development organization
  • Previous experience working with international, non-profit organizations (>$10MM)
  • Extensive contractual and financial management experience, with at least ten years at a mid-management level, working with USAID and other international donor agencies
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
  • Experience development of policies, procedures and systems relative to finance and accounting practices
  • Demonstrates leadership and management style that works in cooperation with others who represent a wide range of interests and needs
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
  • Excellent general management skills particularly in facilitation, team building and coordination
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Ability to work independently and possess excellent problem solving skills
  • Proficiency in MS Office, financial software applications and reporting packages
  • Experience with Cost Proposal preparation and management for USG RFPs and RFAs
  • Excellent written and verbal skills. Ability to diplomatically and politely protect the organization’s interests and desires while simultaneously maintaining excellent relationship with Client/Donor representatives
  • Ability to maintain excellent relationship with Jhpiego departments and project throughout the world
  • Previous experience with university relationships and university oversight
  • Ability to travel up to 20%, as needed

Preferred Qualifications

  • 7 or more years in similar position

 

 

 

The salary range for this role is expected to be: $87,076 $109,538.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
