The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.
Scope of work
IRC Libya is seeking an experienced business development and awards and partnerships management professional for the role of Grants & Partnerships Coordinator (GPC). The GPC oversees a 3-4 member GPU and is responsible for the timely production of high-quality funding proposals, modification requests, and donor reports; playing a lead role in program cycle and award management including compliance; facilitating partnerships development and management processes; and coordinating grants management-related capacity building efforts among IRC staff and partners. The GPC ensures the quality of and efficient processes for proposal development and grants management; and manages the delivery of the IRC’s partnership ambitions while supporting program coordinators and country leadership to ensure that IRC Libya lives up to the partnership principles of responsibility, results-oriented approaches, equality, transparency, and complementarity. 
Major Responsibilities: 
Business/Proposal Development:
•Investigate, track, and support positioning and planning for funding opportunities for IRC Libya programing; effectively participate in donor and partner identification, engagement, and diversification efforts. 
•Lead program design workshops for new business development opportunities with relevant IRC staff, and partners’ staff where applicable.
•Develop, lead, and track proposal development processes, directly coordinating and managing the development of proposals and concept notes in collaboration with multiple departments/stakeholders; write sections of proposals and conduct final reviews, editing, and polishing of proposal documents for accuracy and quality control.
•Assist in compiling and editing proposal budgets and ensure communication and coordination between all departments (finance, programs, and operations) in drafting of budgets, bringing a strategic and competitive lens to the process.
Grants/Sub-Grants Management:
•Ensure that IRC awards/sub-awards in Libya are well-administered and implemented in compliance with the relevant donor regulations and IRC procedures.
•Take the lead on internal and external reporting in coordination with programs, MEAL, and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements. Maintain close collaboration with all relevant departments in preparation of donor reports.
•Supervise the GPU in the coordination and facilitation of project cycle meetings. 
•Play a significant role in efforts to strengthen/maintain country program project management capacities.
•Ensure that sub-grantees are being monitored for donor compliance and progress against objectives, and that key compliance monitoring information and learning are documented. 
•Assist program technical leads, operations staff, and partners with understanding the reporting and other compliance requirements on their grants/sub-grants.
•Proactively identify compliance risks throughout the portfolio and advise programs, operations, finance and senior management on necessary actions.
Partnerships Management:
•Play a lead role in stakeholder analysis and potential partner mapping and vetting.
•Working closely with other senior staff, play a lead role in identifying, liaising on, and negotiating teaming arrangements with potential partners; collaborate with other departments as needed to verify and issue various types of partnership agreements. 
•Ensure and coordinate adherence to IRC’s Partnership Excellence for Equality and Results System (PEERS) in the selection and management of IRC Libya’s partnerships.
•Co-lead the review of the performance of different partnerships, including successes, challenges and lessons learned.
•Support country leadership in promoting an enabling environment for effective work in partnership.
•Provide a quarterly Partnership Management Report to the SMT, incorporating input from technical coordinators and operational leads as appropriate.
Staff management and capacity building
•Maintain a broad and deep understanding of donor policies, regulations, and procedures and build this knowledge among grants team members.
•Build grant management capacity of field staff, and provide supportive supervision in report writing, budget management, indicator tracking, IRC-specific tools, and other topics as/if needed.
•Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Other
•Maintain documentation of institutional knowledge and program activities in coordination with relevant sector coordinators and department leads.
Key Working Relationships: 
Position Reports to: Deputy Director for Programs 
Position directly supervises:  3-4 Grants/Partnerships Unit staff 
Other Internal and/or external contacts: 
Internal: Deputy Directors for Finance and Operations, Budget Officers/Managers, HR Director, Access & Security Department; Health, Protection and MEAL Coordinators; Country Director; Awards Management Unit (HQ/Regional), regional partnerships advisor, and Technical Advisors. 
External:  Donors (largely UN, USG, EU); other NGO counterparts
Job Requirements: 
•Bachelor’s degree in relevant discipline, Master’s degree desired.
•At least five years international work experience in humanitarian and development programs; experience in a similar position/role is desired.
•Demonstrated, successful experience in program design and writing proposals for public and private donors.
•Demonstrable understanding of project planning and management cycles.
•Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment.
•Professional fluency in spoken and written English; able to communicate concisely and with impact.
•Very strong English writing and editing skills; strong computer skills.
•Demonstrable high-level performance management and team-working skills; well developed negotiation skills and ability to communicate effectively in internal and external settings. 
•Previous experience working with European and United States public donors, as well as UN agencies and representing organizations and programs with external stakeholders.
•Flexibility to adapt to changing requirements.
•Ability to work well under administrative, and programmatic pressures.
•Experience in the region is an asset.
