The Grants and Partnership Manager will also be responsible for the management and oversight of DRC’s partnerships department. This will include working with the HoP and DRC’s SMT to define DRC’s partnership approach and how this links to the core concept of localisation. Moreover, they will need to ensure that partners continue to value DRC as a partner in Jordan and that systematic approaches are developed for partnerships, including but not limited to the development of partnership policies, partnership SOPs, and organisational capacity building. Additionally, they will  maintain an oversight of government approval process to ensure that we continue to work in line with these processes, and continue to work in strong partnership with the government.

The individual will report directly to the Head of Programmes. Your main duties and responsibilities will be:

  • Technical Support / Coordinator Adviser
  • Provides expert advisory services for the specialized area of grants management and donor compliance;
  • The Grants Management Coordinator will work across multiple sectors/disciplines/geographic areas within the organization to contribute to organizational goals;
  • Act as focal point for the Grants Management DRC Dynamics system and train relevant staff on the grants management module;
  • Participates in Grants Management reference groups either at global or regional level within the areas of Grants Management to develop new standards and innovative solutions;
  • Supervise the day-to-day work of the Grants and Partnerships Specialist and Partnerships Officer.

Programme Development and Coordination:

  • Act as the lead writer/coordinator/editor for concept notes and proposals, as needed. These will be designed in collaboration with the Head of Programmes, Project managers, Technical Unit Regional Office and Head Quarter colleagues, ensuring that DRC’s programme handbook guidelines are incorporated into proposal design;
  • Ensure communication between all departments (finance, program, and operations) in drafting of budgets;
  • Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators;
  • Maintain up-to-date information on donor priorities and funding opportunities;
  • Assist senior management in developing the humanitarian country programme strategy and coordinating the delivery of assistance.

Research, Analysis and Capacity Building:

  • Responsible for the implementation and updating of DRC Jordan’s fundraising strategy, including regular donor mapping and preparing and maintaining donor engagement plans;
  • Ensure DRC Grant Management Guidelines are followed and updated based on changes to systems and processes;
  • Conduct visits to field locations as possible/needed;
  • Undertake training for programme and operation staff on grants management and processes to enhance quality within DRC programming. This will include quality reporting and project cycle management. Also provide one-on-one support in report writing, proposal development, indicator tracking, DRC-specific tools, and other topics, as needed;
  • Supervise the organization of grant kick-off, quarterly review and closure meetings to ensure donor compliance, operation/program integration, logistics support, etc. in the multiple DRC office locations.

Reporting:

  • Manage and supervise internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements
  • Supervise the maintenance of the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring. Maintain grants and sub-grant management system, including grant files, project and financial reporting documentation, and monitoring systems and tools to ensure grant compliance.

Partnership:

  • Alongside the HoP, TU and DRC’s SMT, work to develop a partnerships strategy that focuss on equitable partnership, in line with DRC’s localisation principles.
  • Responsible for supporting the quality of DRC’s partnerships portfolio across Jordan.  S/he has the overall responsibility to review, and oversee the process flow for partnerships managment across DRC in close coordiantion with project and support function teams. 
  • Timely review of DRC’s Partnership Strategy.
  • Support Partnership Officer with  the development of partners’ proposals.
  • Ensure that the following partnership processes are developed and maintained:
  • Partner mapping.
  • Joint capacity assessment.
  • MoU, budget and contract development.
  • Capacity building plans. 
  • Ensure that integrated capacity building plans for all partners are implemented in a timely and effective manner. 
  • Responsible for ensuring partnership management within the grant lifetime (proposal, revisions, reporting, instalments). 
  • Support the submission of timely, accurate and well-written donor reports and other reporting requirements of partner components. 
  • Conduct regular monitoring visits to partners’ field offices/areas of operation to identify challenges and elaborate solutions. 
  • Ensuring that a positive and mutually respectful relationship is maintained as all times bewteen DRC and partners and addressing any issues as they arise.  
  • Support in the review and coordination of the various DRC Government Submissions (JORISS and Project reporting) in line with the stablished SOPs.
