The Grants Manager (GM) is a key position in Prorams Department supporting country Programme Leads to ensure the programme development and implementation is of high quality, based on evidence, and implemented according to the organization’s standards and donor rules.

The Grants Manager is responsible for leadership and management of the Grants Unit and provides coordination and technical support to the Head of Programs (HoP) in donor relations and engagement as well as coordination to the Regional Office (RO) and HQ counterparts.

This role has a country focus and contributes to the development of country Funding strategies, which are translated into related action plans and day-to-day tasks. The role provides institutionalized support and/or technical guidance to DRC Program Teams in donor compliance and Project Cycle Management.
Geographic scope: This role has a country focus with travel to field offices and Aden.
Duties and Responsibilities: 
Programme Development and Fundraising:

  • Develop a Programme Funding Strategy and donor mapping for Yemen programme with a particular focus on diversification of funding and donor retention.
  • Ensure coordinate with the relevant departments for submission of quality proposals, revisions and reports.
  • Liaise with donor representatives and coordinate donor visits to programme sites, in support to the HoP .
  • In collaboration with MEAL/Quality Assurance unit, Support programme analysis to support annual country strategy review and periodic programme planning processes.
  • In collaboration with MEAL/Quality assurance unit, ensure that Project proposal development and donor reporting are informed by reliable organizational data and learning.    
Grant Management/Compliance & Reporting: 
  • Develop and maintain up-to-date and in-depth knowledge of donor rules and government policies and build the capacity of implementing teams to ensure full compliance.
  • Ensure Project/Grant cycle management processes like Kick off Meetings and Grants Opening Meetings, Grant Review Meetings are conducted regularly as per DRC guidelines and flag any discrepancies to HoP and SMT
  • Review and provide support in the negotiation of project agreements, including sub-agreements, teaming agreements and memoranda of understanding.
  • With support from HoP, lead on negotiations with donors for any programmatic/operational changes, as well as lead on the submission of any necessary documents.
  • Ensure proposal development and donor reporting processes by developing guidance, SoPs, and systems of ensuring ensure high-quality, donor-compliant submissions.
  • Be the country point of contact for DRC rules and regulations, donor reporting, Grants information management and grants management capacity-building efforts.
  • Work closely with Finance department to ensure that the financial reports submitted to donors match with the narrative reports.
Grants Information Management: 
  • In collaboration with the Communications Unit, support the senior management in evidence gathering for briefs for Fundraising and visibility purposes.
  • Develop strategy for and manage online Grants and processes including online trackers and filing system.
  • Ensure relevant user manuals for Grants information systems are in place and accessible to the team.
  • Ensure all grants are tracked and coordination with the RO and HQ
  • Maintain continuity of macro analysis of Grants Portfolio and communicating needed actions to senior management especially on Funding situation, burn rate, upcoming opportunities.
External Communication and representation:
  • Validate necessary documentation, such as reports, presentations and organizational documentation, to share with donors and stakeholders.
  • Liaise with donors in the submission and follow up of Agreements and Reports.
  • Act as a focal point to facilitate any donor visits or third-party Monitoring.
  • Participate in external Coordination and fundraising related meetings as delegated by HoP
People Management and Capacity Building:
  • Supervise all staff in the Grants Unit ensuring appropriate and timely performance management.
  • Develop capacity strengthening plan for Grants team taking into consideration for business continuity, staff turnover and localization.
  • Establish systems that promote good working culture, teamwork, efficiency, motivation, and staff duty of care for Grants Unit
Experience and technical competencies: (include years of experience):
  • At least five years of professional experience in humanitarian emergency contexts with Program development/Grants Management responsibilities, preferable to have at least two years of experience at Grants management level.
  • At least 3 years’ experience with people management
  • Knowledge and experience working with multiple sectors including protection, food security, WASH, shelter & NFIs, CCCM, Mine action.
  • Commitment to integrate gender, conflict sensitivity and accountability into programming.
  • Solid experience in project development and management including good skills in donor reporting, and compliance.
  • Extensive knowledge of UN, US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals
  • Keen understanding of the complexities in the Middle East region and Yemen or similar contexts
  • Excellent communication and writing skills in English.
  • Strong cross-cultural communication skills and eager to work as part of a diverse team. Sensitive to interpersonal differences and a range of viewpoints.
  • Highly developed leadership abilities, including the ability to coach, motivate, grow, and support effective teams.
  • Exceptional advance planning and organizational skills. Able to effectively prioritize and follow multiple activities and deadlines simultaneously.

  • Flexible and innovative. Able to adapt plans and pivot approaches in response to changes in context.
  • Reliable, patient, and able to work independently in a fast-paced environment.
Education: 
  • Master’s degree or equivalent in international relations, humanitarian or development studies, business administration, or similar studies relevant to the post
Languages:
  • Proficiency in spoken and written English is essential.
  • Arabic is an asset
