DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.
Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.
Overall purpose of the role:
- Overall, the Grants Specialist supports the Grants Manager in building and administering the country programme’s portfolio of multiple grants across all locations and sectors in which DRC operates.
- The Grants Specialist supports grant management, proposal development, high-quality and timely donor reporting, and engagement with donors.
- The Grants Specialist also provides expert support on grants management and donor compliance, ensuring grants processes and donor requirements are understood among the programme and support teams.
- The Grants Specialist works in collaboration with several offices and units within the Yemen operations – Area and Base Managers, Technical Sectors, Partnerships and Communications, MEAL (Monitoring, Evaluation, Accountability and Learning), Finance, etc. – as well as with DRC staff in the regional office and Headquarters, donors and DRC programme partners.
Main responsibilities :
Reporting and Proposal Development:
- Manage and supervise internal and external reporting, ensuring high-quality, well-written, and timely reports meeting donor and DRC requirements.
- Facilitate review of reports by DRC’s headquarters and regional offices as per internal procedures, incorporate feedback received, and address questions and comments.
- Maintain grants system including grant files, project documentation, donor communication, trackers etc.; maintain overview of deadlines and requirements for financial and narrative reports, proposals, and amendment requests.
- Contribute to the writing and/or compiling of proposals; review proposals for consistency, compliance, language, and overall high quality, in line with DRC’s fundraising strategy.
Compliance:
- Provide expert advisory services for the specialised area of grants management and donor compliance.
- Review donor contracts to inform decision making during contract execution and implementation.
- Keep abreast of, interpret, and provide guidance to staff on donor regulations and policies; educate project staff on award compliance issues.
- Ensure quality information management related to grants (including managing DRC’s global grant management system and in-country documentation and trackers)
- Coordinate and facilitate Kick Off, Review and Closure Meetings for all grants with the aim to ensure donor compliance, operation/programme integration, logistics support, etc. in the multiple DRC office locations.
- Assist the Grants Manager in developing fundraising strategy and maintaining up to date information on donor priorities and funding opportunities.
- Assist the Grants Manager in updating grants processes and procedures and ensure compliance with DRCs Grants Management Handbook.
Representation:
- Assist DRC Yemen Management team with donor liaison, communication, and/or negotiation.
- Represent DRC in external meetings as assigned.
Training and capacity building:
- Train programme and operation staff in donor compliance and grants management processes to enhance quality within DRC operations, including quality reporting and project cycle management.
- Contribute to the development of training materials and the facilitation of trainings in report writing and donor compliance for DRC staff and for local partners.
- Provide ad hoc support in report writing, proposal development, DRC-specific tools, and other topics, as needed.
- Conduct visits to field locations as possible/needed.
Other:
- Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy for Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, and Diversity (AGD) mainstreaming into DRC programming.
- Undertake any other duties as assigned by the Line Manager.
Experience and technical competencies:
- At least three years of technical experience in grants management, including humanitarian and development funding, proposal writing, report writing, donor compliance and project cycle management
- Demonstrated experience developing and revising donor reports, proposals and sub-grants for UN, US and EU donors
- Experience managing proposal development and proposal writing processes for relevant UN, US and EU donors
- Fluent English writing skills to the highest professional standard.
- At least one year of experience working in humanitarian contexts similar to Yemen, preferably for NGOs
- Demonstrated ability to perform complex tasks and to prioritise multiple projects
- Ability to analyse budgets for compliance with donor budget guidelines
- Confident in Program Cycle Management and Logical Framework Approach
- Ability to multi-task, prioritise and cope with competing demands under tight deadlines
- Ability to be proactive and work with minimal supervision
- Detail-oriented
- Excellent interpersonal skills, culturally sensitive and adaptable
Education:
- Advanced degree in political science, international development, economics or any other relevant field
Languages:
- Fluency in spoken and written English
