About the Position

The S.C. Sea Grant Consortium (Consortium) is seeking an Assistant Director for Research and Partnerships to join the management team in administering Sea Grant in South Carolina.

The S.C. Sea Grant Consortium, a state agency established to manage the Sea Grant College program for South Carolina, optimizes the environmental, social, and economic potential of coastal and marine resources of the state and region through the support and dissemination of high-quality research, education, extension, and communications programming.

Job Responsibilities
The Grants Management Specialist will provide advice and assistance to program management in preparing and submitting proposals, serve as one of the Consortium’s grant officers with authority for obligating agency funds and issuing certain awards, as well as conducting internal and external program evaluation. Additionally, this role will provide a secondary backup for all financial-related transaction processing and reporting requirements at both the state and federal levels.

Job Duties

  • Provides advice and assistance to program management in formulating, drafting, reviewing and finalizing program solicitations, announcements, brochures, and other appropriate proposal generating mechanisms.
  • Negotiates, drafts and finalizes grants, agreements, and other complex award instruments involving Consortium funding.
  • Interprets and informs Consortium personnel as well as external project-related personnel on current policies and procedures regarding grants, contracts, and cooperative agreements to ensure compliance with all regulatory and legal requirements.
  • Serves as one of the Consortium’s delegated grants officers with authority for obligating agency funds and issuing certain awards or award modifications and acts as a liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve issues.
  • Assists in the review of completed awards, making appropriate adjustments or disallowances, and processing close-outs to ensure compliance with all regulatory and legal requirements.
  • Conducts internal program evaluations, including monitoring and assessing of Consortium performance and establishing measures by monitoring, assessing, and ensuring the agency complies with all terms and conditions of awards.
  • Conducts external program evaluations, including monitoring and assessing of awardee performance, and establishing measures by monitoring, assessing, and ensuring awardees comply with all terms and conditions of awards.
  • Ensures recipients comply with state and federal requirements and recommending or initiating appropriate action (when necessary) to protect agency interests by conducting audits, risk assessments, and business reviews of all entities that receive Consortium funding.
  • In partnership with the Office of the State Audit and assisting Consortium administration, provides assistance in the resolution of audit findings as well as the implementation and monitoring of the associated corrective action plans.
  • Assists in the announcing of programs and soliciting of applications or proposals for funding under assistance awards as well as the technical review of those submissions (if required).
  • In coordination with the Research and Fellowships Manager, ensures the Consortium remains compliant with federal and state reporting requirements.

Required Qualifications

  • B.A or B.S. in Business, Accounting/Finance/Economics, Public Administration, or other related field from an accredited higher education institution plus two years of experience with grants/contracts management and other financial-related activities.
  • A minimum of four (4) years work experience in a related field will be considered equivalent to the educational requirement.
  • Ability to work independently and as part of a team with meticulous attention to detail.
  • Fluency with Microsoft Office applications is essential.

Preferred Qualifications
B.A or B.S. in aforementioned related fields from an accredited higher education institution plus five years of experience.

Microsoft Office certifications.

Demonstrated knowledge and experience with submitting and overseeing grants in Grants.gov, eRA Commons, NSF Fastlane, and other online proposal and management systems.

Position Type
Regular, full-time Grants Administrator I position; South Carolina state classification code BE30 and pay-band six (6). Agency hiring range: $45,530 to $55,210. The finalist for this position must successfully complete an E-verify and driver’s license background check.

Location and Hours
This position is based in Charleston, South Carolina. Normal Consortium business hours are Monday through Friday 8:30 am to 5:00 pm. However, work beyond regular business hours may be necessary in order to complete the requirements of the position. Occasional travel throughout the state and region is expected; a valid driver’s license is required.
