What you’ll be doing as Grants Manager

The Grants Manager will oversee subrecipient selection, contracting, and sub-award management under ARK’s two USAID-funded cooperative agreements implemented in Yemen. They will work directly with the Yemen CSO and CBO sub-awardees to ensure that sub-awards conform to USAID and ARK policies and procedures. They will also support sub-awardee capacity building, day-to-day mentoring, and a small team of grant officers to ensure effective and compliant implementation. The Grants Manager will monitor and report on the implementation of sub-awards.

Sub Awards Design and Solicitation

  • Work closely with the Subaward & Compliance Manager and the Programs team and technical staff in the subaward design process, including, but not limited to:
  • Preparing pre-qualification surveys or Expressions of Interest;
  • Advertising subaward opportunities;
  • Developing Requests for Applications (RFAs);
  • Guiding drafting of selection memorandums and subrecipient evaluation documents;
  • Support the Subawards & Compliance Manager in the review and evaluation process by taking minutes and alerting applicants of the status of their applications.
  • Work with subawardees to develop grant budget estimates and review for allowability, allocability, reasonableness, consistency, and compliance with USAID regulations and ARK policies.
  • Conduct pre-award risk assessments with the program team.
  • Responsible for subawardees vetting and screening per ARK and USAID requirements.
  • Draft documents necessary to request USAID’s prior approvals.
  • Work with subawardees to finalise subaward agreements for approval.
  • Generate and review all aspects of sub-grant agreements at kick-off meetings.

Sub Grant Activity Management

  • Regularly review the subaward agreements, ensure coordination with the program staff to achieve milestones, deliverables, burn rate, and compliance with applicable USAID regulations, and assist the subawardees in preparing for close-outs.
  • Distribute subawardee monthly reports to program staff for review.
  • Coordinate with other team members to review and approve the milestones and other deliverables.
  • Submit subawards payment requests on time.
  • Provide updates and collaborate with program staff on monitoring subawards per the monitoring plans.
  • Participate and assist with grantee site visitations and compliance checks.
  • Develop and build the capacity of local organisations and grantees to ensure successful implementation and compliance with the grant agreement and support their sustainable development as an organisation.
  • Ensure complete backup documentation for sub-grantee payments is submitted to the finance team.

Compliance and Reporting

  • Use ARK operations and grant management systems to adequately document all grant activities, from solicitation to grant close-out for learning and improvement.
  • Support the Subawards & Compliance Manager in delivering subawards compliance training, guidance, and interpretation for program staff.

Requirements

Essential

  • Bachelor’s degree in Business Administration, Project Management, or related field
  • 5+ years of experience working in grants or awards management, with experience in USAID subawards management
  • Experience with donor rules and regulations, particularly US Federal donors and 2 CFRs.
  • Excellent command of written and oral English and Arabic.
  • Excellent interpersonal skills.
  • Computer literacy in Microsoft Office programs (Word, Excel and Outlook) and SharePoint. Ability to identify time-sensitive demands & inquiries and respond effectively
  • Ability to set priorities, organise time efficiently and work independently on several tasks simultaneously.
  • Strong stakeholder management, facilitation and negotiation skills across all levels
  • Must be able to maintain the highest level of confidentiality regarding work-related information.

Desirable

  • Knowledge and experience with ADS and FARs
  • Grants & Project Management certifications
