Job Overview/Summary: The Grants Manager is a critical role that supports the IRC Texas offices to ensure departments have necessary resources to meet client needs by supporting the development of new funding proposals and ensuring grant and program compliance, in addition to working closely with HQ Grant Management team, local finance teams, and program managers. This position supervises the Grants and Data Specialists in Texas offices. The Grants Manager may serve as a member of the Senior Management Team and provide input on the long- term strategic plan for the Texas offices.

Major Responsibilities:

New Business Development

  • Develop and manage a system to track and monitor various program gaps and needs.
  • Manage quarterly program team meetings to develop strategic plan for programmatic funding needs.
  • Manage “Go/No Go” process to ensure opportunities meet current resource needs and capacity
  • In collaboration with program and finance teams, coordinate the development, writing, and editing of proposals and reports.
  • Manage and maintain an efficient system for proposal development with clear responsibilities to ensure timely and high-quality submissions.
  • Oversee new business development activities including business development research, identifying relevant opportunities, and full cycle proposal development for public, private, and internal opportunities.
  • Responsible for ensuring proposals, programs, and projects in use of the IRC’s OTIS (Opportunity Tracking Information System) database are updated.
  • Review proposals for compliance with the IRC’s Outcomes and Evidence Framework. Ensure program managers and staff, the finance team, and the Grants team to design programs, develop and draft proposals (narratives, timelines, work plans, budgets, applications), request and confirm appropriate approvals, and prepare supporting documents needed for submissions.

Grants Management and Compliance

  • Manage grant opening, closing, and check-in meetings between program staff, finance, and the Grants team.
  • Maintain a report tracking calendar, synching with other tools (i.e. FM01, OTIS) and ensure relevant reporting templates are available to and understood by program leads.
  • Oversee the preparation for program monitoring activities.
  • Develop and implement a quality check system to support program’s compliance activities, supporting with casefile spot checks as needed and provide feedback and guidance as needed.
  • Maintain accurate records related to potential partnerships and sub-awards in adherence to IRC’s Partnership Management (PEERS) system.
  • Act as main point of contact for HQ funded/administered programs (in conjunction with program leadership)
  • Work as main point of contact for grants through local governance and foundations
  • Manage the local office relationship with HQ Awards team.
  • Develop bi-weekly meetings with HQ Pre-Award Officer on status of opportunities in pipeline.
  • Develop a plan with Program Managers to ensure grant spend-down and compliance is on track.
  • Manage grant and report tracking system, ensuring that financial and narrative reports details and dates are available to, and understood by, program managers/coordinators for timely submission of reports.
  • Oversee compliance and monitoring support through internal program data monitoring and responding to program manager inquiries, reaching out to the donor where needed.
  • Responsible for cultivating and maintaining relationships with donors and exploring new opportunities.

Supervisory Duties

  • Supervises staff as needed, complying with IRC People Management Standards.
  • Provides necessary training and evaluations.
  • Other duties as requested or needed.

Requirements:

  • An undergraduate degree is required, preferably in related field such as Public Administration or Business Administration. Graduate degree preferred.
  • A minimum of two years of professional work experience, in proposal/grant writing, project management, or related area.
  • Proficient in general office software programs like MS Word, Excel, email, and internet
  • Proven ability to work as a team member in a cross-cultural environment.
  • Project management experience demonstrating ability to create and coordinate successful team work-plans within established deadlines.
  • Strong commitment to ensuring the success of the IRC mission while adhering to the values of service, accountability, integrity, and equality as defined in the IRC Way.
  • Fluency in English, both spoken and written with exceptional attention to grammar.

  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines.
  • Solid communication skills with ability to make judgements about appropriate information to share with various levels of stakeholders.
  • Professional work or internship experience in refugee social services, humanitarian relief, public service, or other not-for profit environment strongly preferred.

Working Environment: Combination of standard office work environment and remote work.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
