Background

The humanitarian context in the cross-border area between Burkina Faso, Mali, and Niger continues to deteriorate. The deteriorating security situation led thousands of people from the Sahel, North, North Central, and East regions to flee to neighbouring towns. In addition, the presence of non-state armed groups and improvised explosive devices made roads inaccessible and hampered activities. The violence is having a serious impact on fragile livelihoods and people’s ability to support themselves and is challenging already weak basic social services. More and more people are fleeing their homes in search of safety in nearby fields or villages, sometimes repeatedly. 2,6 million people are internally displaced in Burkina Faso (UNHCR dashboard on May 2023). In Burkina Faso, the Sahel and Centre-Nord regions are the most affected and have the largest number of displaced people even though the displacement tendencies are worsening also in the East and Boucle de Mohun Region. The large-scale displacement has a strong impact on already scarce natural resources, with negative consequences for both the displaced population and host communities, increasing the risk of undermining social cohesion and population protection. In Burkina Faso, humanitarian access to populations in need and access to basic social services remains a major problem. We are witnessing a shrinking humanitarian space in the areas where humanitarian activities are concentrated.

To achieve its country objectives, NRC is looking for an experienced and dedicated Grants Manager. This staff will actively contribute to the development, management, and search for multiple and diverse funding.

What you will do:

  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction and development and Duty of Care.
  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines and a specific responsibility for Grants Management policies and procedures.
  • Contribute to the development of the Country Office fundraising and business development strategy in support to the Head of Programme and Country Director.
  • Develop and maintain an overview of all grants, donor requirements, rules and regulations, and deadlines, including filing of grant documents.
  • Lead the process of developing concept notes, proposals and reports in close collaboration with programme and support teams across the Country Office and Area Offices to ensure timely and high-quality submission.
  • Support budget-holders ensure donor compliance and quality control across the project portfolio.
  • Responsible to set up and continuously improve internal grant management systems and processes; Document, analyse and share learning from proposal and reporting processes, and compliance with donor rules and regulations.
  • Represent NRC with relevant partners, donors, and other external stakeholders, as delegated by the Head of Programme.
  • Facilitate PCM activities, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM.
  • Provide an internal help-desk function on donor compliance and PCM framework.
  • Line management and capacity building of staff within the grants unit, as well as capacity building of programme and support staff on PCM and donors rules and regulation.
  • Promote the rights of Displacement-affected People in line with NRC Response Policy and CO Advocacy Strategy.
  • Any other tasks as delegated by the Head of Programme.

What you will bring:

  • 3 years of relevant experience in donor relations and grants management within a relevant context (e.g., with institutional humanitarian and development donors)
  • Experience working in complex environments and with Displacement affected people;
  • Good understanding of donor rules and regulations Knowledge of institutional donors’ rules, regulations, priorities, and compliance requirements – NMFA, UNHCR, DFID, ECHO etc
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Willingness to travel to area offices and work in difficult environments according to travel requirements.
  • Fluency in French and excellent written and oral communication skills in English.

  • Contract: 12-month contract
  • Travel: up to 30%
