Background/Context
The Central African Republic (CAR) continues to face tremendous humanitarian needs due to years of conflict and instability. In 2023, more than half of the population require humanitarian assistance (3,4 million people), and roughly 40% of the population fear for their safety. About 500,000 live in protracted displacement and are dependent on humanitarian assistance and protection for survival, while over 2 million people face food insecurity. Development assistance is also a critical need to address structural concerns and increase access to basic social services in a sustainable way.
NRC has been present in CAR since 2014 and currently employs 17 international staff and approximately 200 national staff. NRC operations cover a large geographic area with activities spread across strategic districts throughout the territory such as Mambere Kadei, Sangha Mbayere and Nana Mambere in the West, Nana Gribizi in the Centre, Basse-Kotto in the southeast, and Lobaye and Ombella Mpoko in the SouthWest.
NRC operates from two Area offices in Kaga Bandoro (currently covering Bouar and Ombella Mpoko) and Alindao, and a country office in Bangui, the capital city.
The program portfolio includes 6 Core Competencies(CCs): Information, Counselling and Legal Assistance (ICLA), Livelihood and Food Security(LFS), WASH, Shelter, Education as well as Protection from Violence programmes.

What we are looking for
The Grants Manager will contribute to achieving quality programming by leading effective grants management processes across CAR operations. You will be responsible for supporting budget holders to ensure donor compliance across the project portfolio, leading the development of high-quality and timely donor reports and other external products; leading project revision processes and supporting grant agreement negotiations. The Grants Manager will support the fundraising strategy and support growth of the grants portfolio by providing insight on funding trends, leading proposal development processes and supporting donor engagement as delegated by the Head of Programme. You will be responsible for completing key mandatory activities under NRC’s Project Cycle Management (PCM) framework and will contribute to supporting a culture of accountability and high performance.
What you will do
- Contribute to the development of the Country Office fundraising and business development strategy in support of the Head of Programme and Country Director.
- Develop and maintain an overview of all grants, donor requirements, rules and regulations, and deadlines, including filing of grant documents and Providing insight on funding trends.
- Lead the process of developing concept notes, proposals, and reports in close collaboration with program and support teams across the Country Office(CO) and Area Offices(AOs) to ensure timely and high-quality submission.
- Support budget-holders to ensure donor compliance and quality control across the project portfolio.
- Responsible for setting up and continuously improving internal grant management systems and processes; Documenting, analyzing and sharing learning from proposal and reporting processes, and compliance with donor rules and regulations.
- Represent NRC with relevant partners, donors, and other external stakeholders, as delegated by the Head of Programme.
- Lead the roll-out and implementation of PCM activities, including the inclusion of cross-cutting program elements and M&E structures throughout all stages of the PCM.
- Provide an internal help-desk function on donor compliance and PCM framework.
- Responsible for providing technical Grants support, guidelines, and trainings across the Country Office, and sharing knowledge with Grants staff to ensure that they meet NRC’s standards and requirements. Also, contribute to the induction of new staff with the training of NRC Grants processes.
- Promote the rights of Displacement-affected People in line with NRC Response Policy and CO Advocacy Strategy.
What you will bring
- 3 years of relevant experience in donor relations and grants management within a relevant context (e.g., with institutional humanitarian and development donors)
- Experience working in complex environments and with Displacement affected people;
- Good understanding of donor rules and regulations Knowledge of institutional donors’ rules, regulations, priorities, and compliance requirements – NMFA, UNHCR, DFID, ECHO, etc
- Proven skills and experience in report and proposal development and working with multiple donors;
- Good personal organizational skills, including time management, and the ability to meet deadlines and work under pressure;
- Willingness to travel to area offices and work in difficult environments according to travel requirements.
- Excellent written and oral communication skills in French and English. ‘
