Counterpart International seeks a Grants Officer to support its five-year USAID-funded program Climate Adaptation Activity (CAA) in the Dominican Republic. The CAA program seeks to build locally led, long-term resilience to climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabon watershed, beyond the province and into Haiti. By engaging communities, leveraging private funding and public resources, enabling data informed decision-making, and building diverse partnerships grounded in inclusion and market-based approaches, the Climate Adaptation Activity will accelerate sustainable social, economic, and environmental outcomes.

The Grants Officer is responsible for managing all core grant partners, in addition to all applications and recipients of the CAA’s competitive mechanisms (e.g., Private Sector Matching Grants Fund, Water Governance Fund, APS, and Green Growth Innovation Fund). The Grants Officer is responsible for coordinating with project teams, donors, partners, and relevant stakeholders to facilitate smooth grant implementation, financial management, reporting, and compliance. The Grants Officer position is based in the Dominican Republic. This position will report to the Grants Manager.

Responsibilities

  • Support the Grants Manager in the development, implementation, and administration of the Project’s grant program.
  • Support in preliminary evaluations of potential grant recipients.
  • Support in the process of advising potential donors to make them aware of the processes of selection or execution of grants.
  • Support in reviewing and evaluating applications.
  • Support in awarding grants and reviewing the donation package under the guidelines and coordination of the central office.
  • Support in the preparation of the modifications to the subsidy agreements that are necessary for the fulfillment of the objectives.
  • Support in the review of the beneficiaries’ match.
  • Conduct field visits to grantees to monitor grant activities.
  • Maintain back-up of all process documentation in accordance with central office and USAID policies.
  • Feed a database of donations with their respective numbering and status for proper follow-up.
  • Organize the virtual files of each donation with all supporting documentation.
  • All other tasks deemed necessary.

Qualifications

  • Professional graduated in Business Administration, Economics, Accounting or other sciences.
  • Minimum experience of five (5) years performing administrative/financial tasks in private institutions or cooperation agencies.
  • Experience in contracting processes, evaluation processes, contract negotiation processes, preparation and editing of contractual documents with their respective modifications.
  • Knowledge of the regulations and norms of international cooperation projects.
  • Complete command of Spanish and English at an intermediate level.
  • Skills in using Microsoft Office, particularly in Word, Excel and PowerPoint.
  • Strong interpersonal skills and work ethic.
  • Ability to work with multidisciplinary teams.
  • Organized, with good interpersonal relationships and accustomed to working under pressure.
  • Experience in grant processes in cooperation agencies preferred.
