Currently, the City of Raleigh is responsible for inspection and maintenance of 115 stormwater control measures (SCMs), including 83 green stormwater infrastructure (GSI) sites across the City. Maintenance of the devices is currently performed by a combination of the Raleigh Stormwater asset management team, Parks, Recreation and Cultural Resources (Parks) staff, and third-party contractors. The new Green Stormwater Infrastructure Operations Supervisor will join the Parks and Natural Resources Division within the Parks and Recreation Department. The successful candidate will build a new team responsible for streamlining GSI maintenance and operations processes and helping coordinate staff engaged in this cross departmental effort aimed at maximizing the useful life and habitat benefits of GSI assets.
Duties and Responsibilities
- Develop the green stormwater infrastructure maintenance team, including hiring, supervising, performance review, and scheduling.
- Develop standard operating procedures to coordinate effective and efficient delivery of work products and GSI maintenance activities.
- Direct specialized and routine maintenance of SCMs to proactively identify and remediate maintenance issues that will prolong the life cycle of City assets. Maintenance may include mowing, invasive species management (including aquatics), trash or debris removal, vegetation selection and replacement, repairing erosion, mulching, etc.
- Coordinate with staff from multiple City departments to ensure timely and successful inspection of stormwater devices, including development of work orders and service requests.
- Provide programmatic and technical support to ensure the functional management of engineered stormwater solutions (e.g. – constructed wetland systems, bioretention basins, innovative right of way GSI, etc.)
- Provide supporting information on standard specifications and details for GSI, periodic review of GSI designs, and tracking costs and cost trends of GSI maintenance.
- Specify and procure necessary equipment, supplies, and materials.
- Coordinate across multiple departments or contractors on scheduling, logistics, and expectation setting to ensure clear communication and delivery of work across different crews, sometimes with varied responsibilities at the same sites.
- Maintain accurate tracking data in Cityworks to aid in the development of life-cycle stage and costs for City GSI.
- Assist in identifying and prioritizing capital improvements or retrofit opportunities required to maintain or enhance functionality; provide input on the annual operations and maintenance budget development.
- Coordinate and/or serve as lead staff for public engagement requests. Participate in meetings and manage event and public meeting logistics.
Typical Qualifications
Education and Experience
Bachelor’s degree in parks and recreation, landscape design and maintenance, forestry, urban forestry or field directly related to assignment and five years of professional experience directly related to assignment.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications
- Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
- North Carolina Pesticide Applicators License (or ability to obtain one within 90 days of hire)
Preferred Qualifications
- Certified Stormwater SCM Inspection and Maintenance Professional by North Carolina Cooperative Extension
