The Climate Pollution Reduction Program (CPRP) is looking to fill a Greenhouse Gas Inventory & Transportation Section Manager (WMS Band 2) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

We are seeking a Greenhouse Gas (GHG) Inventory & Transportation (GHGIT) Section Manager, who will oversee some of the agency’s most innovative and dynamic climate policies, including the Clean Fuel Standard and the Zero Emission Vehicles Program. This position will be engaged in directing and developing major policies, rules, and strategic plans on issues of statewide and national significance to greenhouse gas reduction programs and emissions tracking. Your role will also provide technical and policy guidance to agency senior management, the Governor’s office, senior managers in other government agencies, elected officials, and the regulated community.
 
You’ll be responsible for overseeing a diverse and wide-ranging body of work:

• Managing the implementation of the Climate Pollution Reduction Program’s climate change rules and regulatory programs, establishing agency and programmatic policies and practices.
• Carrying out the Washington Clean Fuel Standard.
• Implementing Washington’s Clean Cars and Zero Emission Vehicles regulations.
• Producing the state GHG emissions inventory, state agency GHG report, and Comprehensive Climate Action Plan.

In this strategic role, your work must balance competing public demands, priorities for resources, and the need to advance environmental justice, while you weigh the significant risks to the state from the threat of climate change and multi-million-dollar investments by industry and others in response to regulatory requirements.

Program Mission: The Climate Pollution Reduction Program’s (CPRP’s) mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

What makes this role unique? 

As the Greenhouse Gas (GHG) Inventory & Transportation (GHGIT) Section Manager, you will lead the section in providing strategic direction, policy adjustment, and guide the implementation of laws and rules tracking and reducing greenhouse gas emissions. The portfolio you will oversee includes the Clean Fuel Standard, Zero Emission Vehicles Program, the GHG Emissions Inventory, and the Comprehensive Climate Action Plan. Your section’s work will ensure regulatory functions are in place so that policies can be implemented smoothly, clearly, and effectively.
 
Your role is critical to ensure that your team has clear expectations, priorities, and objectives and has the skills, training, and tools to effectively accomplish their work. You will leverage your managerial experience and subject matter expertise to provide solutions that are effective and balance the needs of staff, the public, and decision makers, employing negotiation skills and strategic and multi-disciplinary project planning.
 

What you will do: 

• Ensure effective regulatory design for the Clean Fuel Standard (CFS) and implement all aspects of the CFS law.
• Produce all statutorily required reports on time, including the statewide greenhouse gas emissions inventory, the state agency greenhouse gas reporting program, and reports required under the CFS.
• Develop a new statewide greenhouse gas (GHG) emissions inventory model, based on state-level data whenever possible, that reduces the time lag between the emissions year and the report.
• Develop tools to analyze and predict GHG emissions reductions attributable to existing and proposed policies.
• Lead the development of the state’s Comprehensive Climate Action Plan. Serve as Ecology’s lead for activities related to the state’s Climate Pollution Reduction Grant from the U.S. EPA.
• Implement the Clean Cars and Zero Emission Vehicles regulations and provide policy, technical, and regulatory support to state and federal initiatives related to emissions from mobile sources.
• Provide policy and technical support and help develop legislation and regulations to carry out the state’s climate change initiatives and to incorporate climate objectives and science into program decision making.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

• 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
• 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of nine years of experience and/or education as described below.

• Experience in: environmental, project management, regulatory, or planning experience, which must include a minimum of 18 months of supervisory experience managing policy and technical staff.
• Education in: physical or natural science, engineering, planning, public policy, environmental law, environmental studies, or other related fields.

Additional Requirements include:

• Knowledge and demonstrated application of advanced principles of management, budget planning, strategic planning, and personnel administration.
• Experience interpreting local, state, and federal environmental laws and regulations and administrative procedure requirements.

Desired Qualifications:

• Eighteen months of experience supervising technical staff in a complex political environment.
• Knowledge of greenhouse gas accounting and greenhouse gas reduction policies.
