 Head of Finance (m/f) in Dohuk

The position is to be filled as soon as possible, with an initial contract duration until May 31, 2025. The place of work will be Dohuk, in Iraq (IQ). The position is paid according to SG8.

The objective is to implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.

  • Ensuring that financial administrative processes in the Country Office are auditable and run efficiently as a result of appropriate organisational measures in the Country Office and with the projects/partner organisations and carrying out financial administrative controls;
  • Supporting the Country Director perform his/her supervisory duties within the framework of programme administration;
  • If necessary, instructing and supporting projects and project partner organisations (PPO) in matters relating to financial management so that they fulfil their contractual obligations towards Welthungerhilfe and co -financers in accordance with the partner contract and in an auditable manner;
  • Coordinating the training of national and expatriate staff and PPO in the field of project administration in coordination with the Financial Advisory Unit at Head Office;
  •  Providing qualified advice for the projects in administrative matters;
  • Approving of processes/giving authorisations according to the signature policy.
  • Position based in Dohuk with frequent travel (50%) to field offices in Kurdistan and Federal Iraq (Erbil, Sinune, Tikrit, Anbar, Baghdad, Diyala
  • Participation in external meetings related to Finance and/or Administration matters as needed
  • Regular visits to Local partners activities and planning/implementation of capacity building plan for local partners
  •  Design and implementation of capacity building plan for finance and project teams
  • Monitoring partner organization(s) financial reports.
  • Preparation of staff coverage overview (Master Budget).
  • Ensure timely submission of interim and final financial reports to donors.
  • Preparation of Annual Financial Reports for HQ and DNGO
  • Ensuring that the project’s fund is managed correctly according to WHH and Donor regulations especially (BMZ, GIZ, EU, and UNDP).
  • Controlling and supervising liquidity planning of the projects and checking of refunds/returns/fund requests to donors.
  • Strong knowledge of staff Income Tax and Social Security Calculations for both Federal Iraq Government, and Kurdistan Region Government.
  • Strong knowledge and capabilities of MS Excel

  • University degree 
  • 2 to 3 years’ professional experience working in similar position with relevant tasks and responsibilities
  • Fluency in English ,Kurdish and Arabic (written and spoken),
