Head of Resource Mobilization Strategy Delivery

Context

The International Committee of the Red Cross (ICRC – www.icrc.org) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance. The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its donors, supporters and partners.

In line with the Resource Mobilization Strategy 2020-2030 (RMS), the ICRC seeks to widen and deepen its engagement with and the humanitarian funding support it receives from States. The Government Resource Mobilisation Centre of Expertise (GVT CoE) is responsible for providing the strategic leadership for this global effort by steering: engagement with Government donors through engagement with REM Operations (REM Ops) teams, the development of appealing and appropriate value propositions and fundraising assets through engagement with the REM Engagement Solutions (REM ES) teams, the improvement of ICRC’s organization readiness through engagement with the REM Strategy Delivery (REM Strat) team and wider institutional projects and governance instances (Directorate, Assembly, Organisation Development projects).
 

Purpose

The Head of Government Resource Mobilisation is responsible for the strategic steering and leadership of the ICRC’s engagement with Government donors. As the Business process owner of the government fundraising at the ICRC, he/she is accountable for establishing and managing the Government CoE, ensuring the setting and achievement of the ICRC’s Resource Mobilisation Strategy objectives and financial targets relevant to Government donors. His/her role is to lead the design of ICRC’s strategic engagement with Government donors in close collaboration with REM Operations (REM Ops) teams; define appropriate value propositions and fundraising assets with the REM Engagement Solutions (REM ES) teams; steer funding policy positioning; and enables the improvement of ICRC’s organizational readiness through engagement with the REM Strategy Delivery (REM Strat) team and the wider institutional projects and governance instances (Directorate, Assembly, Operations, Policy leads, Organization Development projects etc.)

 

 

Relationships

Internally;
•    Supports the REM Senior Leadership team in institutional monitoring reporting (e.g. PMfR) and on behalf of the Division proactively steers leadership engagement around Government resource mobilization (bilateral high-level request and multilateral engagement requirements)
•    Builds strong and effective working relationships with other Resource Mobilisation teams, and anchors the CoE within the Division and the wider organisation.

 

Externally;
•    Engages and liaises with peers in other international organizations.
•    Represents the ICRC in relevant multilateral fora (e.g. GB, EHF) and other platforms (IASC, GHD) as relevant with a view to shape initiatives related to humanitarian funding.

Accountabilities & Functional responsibilities

Strategy development and implementation 
•    Develops and maintains a global overview of external environment trends, opportunities and risks
•    Develops engagement strategies, roadmaps, value propositions and investment requirements for Government donors and monitors their implementation with a view to maintain, optimize and grow the ICRC’s government donor base (volume and quality funding).
•    Sets the global and regional financial targets in close coordination with the Coe Manager and the Regions.
•    Defines and manages the global investment budget, ensuring optimal return on investment.
•    Develops partnering strategies and propositions.
•    Connects with and influence the wider institutional agenda with governments to identify synergies and tensions – ensuring that the ICRC’s engagement with governments is coherent across fundraising, policy and operations. 

 

Steering institutional positioning/alignment and organizational readiness 
•    Proactively engages internally and externally to steer institutional positioning and alignment on key funding policy issues, in close alignment with Policy teams. 
•    Defines changes required in operating models and influences organizational development to improve ICRC’s value propositions and ensure optimal outcomes at income-stream level (global).

 

Business development and management of engagement solutions 
•    Defines strategic fundraising priorities (Governments) and key policy issues on which REM and the ICRC need to act.
•    Supports and oversees the delivery of policies, guidance, narratives, tools, procedures, and fundraising assets.
•    Defines the ‘donor journey’ , the segmentation, and the overall portfolio performance of government donors across different segments.
•    Steers and define best-fit funding parameters from governments donors and identify funding solutions to maximize the effectiveness of funding through flexible and targeted funding 
•    Articulates and coordinates, with REM Operations teams, support and service needs for stronger government donor engagement from the rest of the organization/or ICRC-wide

 

Collective donor engagement and event management 
•    Sets strategic ambitions and approach to collective donor engagement, including stewardship of the DSG.
•    Linked to and pegged on account growth, steers decision-making on-collective engagement with government donors and event planning
•    Oversees the development and delivery of the DSG annual cycle.
 

People management responsibilities

•    Manages the CoE including by developing and monitoring workplans; managing the income stream budget; facilitating proper information flow and optimal coordination; and supporting team members.   
•    Leads the recruitment of additional staff as needed. 
•    Understands and supervises the Performance Management & Development (PMD) activities for employees under his/her supervision (red line reports in the Center of Expertise)
 

Certifications / Education required

•    Master’s degree in International Relations, Development, Business Administration, Social Sciences or related field
•    Excellent command of English and knowledge of French required; other languages an asset.
 

Professional Experience required

•    Typically, 15 years’ professional experience or more, with experience working in complex, large-scale, matrix organizations.
•    Advanced-level experience and track record in engaging with senior representatives of government donors, fundraising from States, and designing and delivering engagement strategies required. 
•    In-debth knowledge of humanitarian financing trends and Government donors’ practices and policy priorities required.  
•    Experience with ICRC required and familiarity with the Movement and other international humanitarian organisations an asset.
•    Programme-level management experience an asset.
