General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition;
- Possession of a valid automobile driving license and ability to drive using a manual transmission;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;
- Work experience in either public administration, relevant international organisations, civic associations (including NGOs), political parties/affairs, or economic and political development;
- Demonstrable organisational, communication, analytical and interpersonal skills.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree in a relevant field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.
Experience:
Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Second-level university degree in political sciences, social sciences, international relations, public policy, law;
- Demonstrated experience in managing large-scale programmes, including project development and demonstrated experience in strategic planning and leading program implementation;
- Strong management background, particularly in budget control, and administrative matters, including experience in managing a large variety of staff, including managers, senior international mission members and national professional officers with different fields of expertise;
- Strong diplomatic, organizational and analytical skills;
- Previous work experience in an international environment or within field missions;
- Experience within the Human Dimension fields, and experience with capacity building of institutions, including judiciary; public administration; education; decentralization and similar;
- Demonstrated ability and willingness to lead and work as a member of a team, with people of different cultural and religious backgrounds, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated ability to work on cross-cutting issues across bureaucratic lines;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Cultural sensitivity and sound judgment, highest professional and ethical standards;
- Flexibility and ability to work under pressure and with limited time frames;
- Professional fluency in English language and effective oral and written communication and presentation skills;
- Computer literate with practical experience using Microsoft applications.
Desirable:
- Knowledge of the local language or most common lingua franca spoken in the Mission area.
Tasks and Responsibilities
Under the direction of the Head of Mission (HoM) and the Deputy Head of Mission (D/HoM), and in close co-operation with the Chiefs of Units within the Human Dimension Department, the Head of Human Dimension will be responsible for:
- Planning and formulating the programme’s priorities and resource needs; providing strategic leadership in developing and coordinating the implementation of all Human Dimension Department policies, strategies and methodologies, overseeing annual and strategic planning, including all budgeting;
- Advising the Head of Mission and Deputy Head of Mission on matters concerning the human dimension portfolio and leading the Department’s contribution in briefings and updates to Senior Management;
- Supervising and providing policy guidance in all areas of intervention of the Human Dimension Department’s Units (Democratization, and Rule of Law and Human Rights Units), to ensure compliance with the Mission mandate, relevant strategies and policies, OSCE commitments and applicable international standards and best practices;
- Supervising all aspects of the department’s management, including extra-budgetary projects, programming, budget planning and expenditure, staffing and administration;
- Supervising the work of the Chiefs of Units in overseeing and prioritizing field tasks, identifying and analysing trends in Human Dimension issues, and developing strategic plans and mechanisms to ensure that all Department’s activities are in line with and contributing to the fulfillment of the Mission’s mandate;
- Co-ordinating and collaborating with the Head of the Public Safety and Community Outreach Department in areas in which both Departments are engaged and coordinating and communicating with other Mission units as necessary;
- The overall supervision and clearance of reporting, publications, and public outreach; representing the department, delivering speeches, attending conferences, and giving presentations etc. for all Human Dimension-related activities;
- Liaising, as appropriate, with the OSCE Institutions and the Secretariat’s specialized offices/units on all Human Dimension matters;
- Liaising, as appropriate, with senior government and local officials, international organizations, the diplomatic community, NGOs, and within the Mission on Human Dimension matters;
- Performing other tasks as assigned by HoM or D/HoM.
