Role Purpose

Lead a dynamic team and ensure operational excellence, impactful development, delivery, and impact, and financial sustainability. Your role is pivotal in monitoring quality, compliance, and alignment with strategic objectives and British Council policies. Your role is central to our project’s success.

Role Context

This role sits within the British Councils Schools area, which supports policy makers, school leaders and teachers in Colombia to include more teaching and learning of coding and computational thinking.

Main accountabilities but not limited to the following

  • Has relationships with delivery partners and stakeholders within country and is able to procure services and contract delivery partners.
  • Holds suppliers to account for delivering against contract.
  • Builds strong internal relationships and networks.
  • Oversees and leads on the end-to-end implementation of the project (i.e., planning, implementation, monitoring and evaluation, closing), ensuring high quality, impact and effective financial management.
  • Ensures that the project responds to stakeholders and beneficiaries needs, delivering value for money and complying with internal and external clients requirements.
  • Prepares reports, presentations and other technical documents ensuring that relevant information is shared in a timely manner internally and with relevant stakeholders to support decision making.
  • Ensures that activities, products and outputs stipulated in contract and proposals are delivered in a timely manner and all variations reported accordingly.
  • Leads and works effectively with all members of the team.
  • Supervises the work of external consultants and other contractors as required to meet set objectives with the support of managers.
  • Oversees the Monitoring and Evaluation of the project ensuring that activities take into account the project’s objectives, theory of change, indicators and other conditions set in the projects proposal.
  • Monitors implementation of the project in coordination with the operational and technical leads ensuring these are done based on Theory of Change for the program with special focus on key indicators, outputs/ outcomes, and milestones.
  • Leads on the planning, forecasting, and monitoring of the projects finances.
  • Works with the finance manager/team to prepare fully cost financial proposals when required.
  • Ensures agreed income and expenditure targets are met.
  • Ensures financial management of the project is aligned with Grant-in-Aid guidelines and regulations, as applicable; secures approval for contracts following relevant internal processes.
  • Ensures appropriate recruitment and selection, contract management, line management, and learning and development opportunities processes for internal and external team members comply with British Council HR policies and processes.
  • Establishes measurable goals and objectives for the project within limits of his/her responsibility.
  • Provides leadership and direction to the team in order to accomplish agreed objectives and as per plan and budget.
  • Line manages the assigned project team, including managers of the different components and builds their professional capacity as necessary.

Requirements of the role

  • 5 years of proven high-level experience managing mid to large- scale projects in the public sector in Colombia.
  • 5 years of proven experience managing and monitoring expenditure of public funds.
  • Experience managing large teams
  • Ability to operate in English (both written and spoken) at a business level. Non-native speakers of English should demonstrate a CEFR B2 level.
  • Undergraduate degree
  • Postgraduate studies in education, project management, business administration or related field.
