Conditions : Salaried contract, monthly gross salary of €2 369 to €2884 €, monthly per diem of €600 , 100% medical coverage + repatriation insurance + provident insurance, accommodation, international and local transport for the duration of the assignment, break every 3 months. Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Presentation of TGH’s work in Chad and Sudan

TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it soon extended its presence to Central Darfur (Bindizi and Um Dukhun in 2005 and 2006 respectively). Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context. TGH has also intervened for shorter periods in Khartoum (2004-2005), Gedaref State (2012) and South Kordofan (from 2020 to August 2022).

In Sudan, TGH has more than 50 national staff in the field, and is currently recruiting more, based in the NGO’s offices in Golo, Um Dukhun, Geneina, Port Sudan and Medani.

This extensive presence enables us to understand the context and continuously monitor the evolution of humanitarian needs and identify priorities for action. Mobile and coordination staff complete the team. They were based in Khartoum before the war and are now in Port Sudan and Chad.

Since the outbreak of the conflict in April 2023, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and Jazeera states.

As part of its ongoing support for the victims of the Sudanese crisis, and aware of the interdependence of the Sudanese and Chadian contexts, TGH has been registered in Chad since November 2023, where more than 450,000 displaced people have found refuge, notably from Darfur, as well as around 100,000 Chadian returnees. TGH intends to set up multi-sectoral projects (notably in Water, Hygiene and Sanitation and Protection) to meet the needs of displaced people on the Sudan-Chad border in the Ouaddaï and Wadi-Fira provinces.

TGH’s support and coordination teams in Chad therefore work in close collaboration with TGH mission in Sudan, given the interdependence of the contexts and the nature of the activities (e.g. cross-border activities).

Job description

The Head of Logistics works under the responsibility of the Country Director and in close collaboration with the Sudan Logistics Coordinator.

As the Chad mission recently opened, the Head of logistics will have to open and structure the Chad logistics department in N’Djaména. The first objective is to support the Adré base and the TGH bases in Darfur. His/her second objective is to set up all the logistical tools needed to develop activities in Chad.

The main responsibilities are as follows:

Set up, develop and manage the logistics department in N’Djaména to meet the needs of the Adré base and, if necessary, meet the supply needs of TGH bases in Darfur, in coordination with the Sudan logistics Coordinator.

SETTING UP THE LOGISTICS DEPARTMENT

  • Implement TGH logistics procedures for the N’Djaména office.
  • Set up framework contracts and pre-qualify suppliers (in Abeche and N’djamena) according to their capabilities, specialties and experience.
  • Ensure proper management and documentation of all supply chain activities, including cross-border shipments.
  • Ensure compliance with internal and donor purchasing procedures.
  • Ensure the quality and punctuality of purchases.
  • Ensure proper management of all equipment, property and premises, including identification of new premises (office, guesthouses) if needed.
  • Ensure proper management of movement planning within Chad, in coordination with HR team and Country Director as necessary.
  • Develop an inventory strategy based on program needs.
  • Ensure the proper use and monitoring of TGH Logistics’ internal tools (purchase tracking, monthly reports, purchase requisition tracking, etc.).
  • Ensure efficient and cost-effective procurement planning by liaising with technical staff and/or project Directors to ensure that procurement plans are detailed, in place and up to date.
  • Set up an archiving system.
  • Define with base/coordination the relevant means for the logistics department (RACI, PP….) to adapt to the mission’s new situation (financial situation, access challenges, etc.).

DEVELOP THE LOGISTICS DEPARTMENT

  • Recruit staff for the logistics department in Chad.
  • Train the team in logistics procedures and topics (supply chain, inventory management, transport, etc.) and tools (purchase requisitions and tracking, monthly reports).
  • In coordination with the Sudan logistics Coordinator and the Geneina/Adré Field Coordinator, build the capacity and autonomy of the Adré logistics team.

SAFETY MANAGEMENT

  • Contribute to the implementation of and compliance with security measures decided by the Country Director.
  • Participate in updating the safety plan, in all its components, at the request of the Country Director or Head of Acess and Safety
  • Act as a safety focal point in Chad, especially while the Country Director is not in-country.
  • Implement all passive safety measures (movement, contingency, fire, etc.).

GENERAL MISSION SUPPORT

  • Liaise with programs to monitor procurement.
  • Contribute to any audits in collaboration with the Head of administrative, financial and human resources, as required.

COORDINATION AND REPRESENTATION

  • Participate in internal coordination meetings.
  • Proactively network with logistics counterparts at other organizations in Chad, and attend external logistics coordination meetings as requested by the Country Director.
  • Monitor travel and access authorizations with the liaison officer in the absence of the Country Director or as assigned.

REPORTS

  • Monitor the budget with the Finance and Program departments and Country Director, and ensure regular communication with each department.
  • If necessary, contribute to the drafting of budget proposals.
  • Contribute to the preparation of monthly Chad logistics reports for headquarters.
  • Report regularly to the Country Director.

Safety, working and living conditions

The Head of Logistics will be based in N’Djamena, with frequent travel to the eastern provinces. Living conditions in N’Djamena are comfortable. TGH’s guesthouse in N’Djaména is currently housed in a building comprising several apartments, many of which are rented by other international NGOs and UN agencies. In the field, living conditions are more rudimentary. The current situation in Chad/Sudan may lead to a temporary tightening of security procedures (movement restrictions, etc.). There are regular flights to and from Chad to regional destinations and expatriates are entitled to rest periods every 3 months.

The Head of Logistics will strictly follow the TGH security plan according to the place of assignment. As the context is unpredictable, TGH will take all necessary precautions to ensure safety and decent working and living conditions without putting the team at risk.

The designated person must be adaptable and ready to move if the context changes.

Profile

  • At least 3-4 years’ experience as a logistics manager in a humanitarian context, preferably including experience in country office or field base setup.
  • Experience in fleet management, supply chain, purchasing and inventory management
  • Fluency in written and spoken English and Arabic; French is a major asset.
  • Experience in safety management is a major asset
  • Experience in capacity building and training
  • Mastery of Pack Office and experience of online sharing platforms (e.g. Google Workspace)
  • Excellent interpersonal and diplomatic skills
  • Excellent organizational skills
  • Autonomous, rigorous and able to synthesize information
  • Ability to adapt to a dynamic context
  • Stress resistant
