As the Head of Monitoring and Evaluation, you will lead the design and implementation of research and M&E frameworks for Seefar’s projects in migration, livelihoods, and behaviour change communications. In addition to guiding data-driven decision-making and ensuring project success, you will play a role in shaping and contributing to the development of strategy, new project concepts and innovations. An ideal candidate would demonstrate exceptional skills and experience in monitoring, evaluation, and research, with a proven track record of managing complex projects in conflict-affected and developing countries. This candidate should have:

  • A solid foundation in quantitative and qualitative research methods, including the ability to design and implement M&E frameworks and mixed-methods research projects.
  • Expertise in creating and managing theories of change, logframes, and monitoring tools, ensuring efficient tracking of project outcomes and impact.
  • Technical proficiency in data analysis software such as R, Python, Stata, SPSS, and the ability to produce actionable insights from large datasets.
  • Exceptional communication skills, with the ability to present complex findings in clear, concise English to stakeholders across global contexts, both in writing and presentations.

The candidate will have experience working in fast-paced environments that require flexibility, strong prioritisation skills, and a focus on innovation and results.

The position will start on a full-time, 12-month consulting contract with a fee range of USD 5,500 – 6,500 per month. Success will enable the possibility of a long-term role.

Responsibilities

The following are the primary responsibilities of the role, with estimated allocations of time and attention.

Deliver: Project​ ​and​ ​Mission​ ​Implementation

Approximately 70% of your time and attention will be spent:

  • Deliver research, monitoring and evaluation guidance for project teams. This will sometimes include delivering technical inputs yourself, including:
    • Monitoring and evaluation frameworks.
    • Data analysis tools.
    • Research questionnaires.
  • Participate in project team meetings and project coordination mechanisms.
  • Collect lessons learned and make recommendations to improve projects.
  • Lead reporting on the research and monitoring and evaluation components of projects.
  • Ensure quality of research and evaluation reports produced across the organisation.
  • Engage in the development of innovations, proposal concepts and testing opportunities to advance our program insights and effectiveness.
  • Maintain and develop networks with technical experts outside Seefar, including among donors.

Develop: Capabilities and Program Portfolio

Approximately 20% of your time and attention:

  • Support the Research and M&E team to strengthen existing processes, including developing templates and guidance documents to ensure efficient implementation.
  • Contribute to fundraising for Seefar. This includes identifying new opportunities and creating new research and MEL projects, as well as supporting existing fundraising activities with technical expertise.
  • Develop the skills, experience and capabilities of the Research and M&E team.
  • Strengthen Seefar’s reputation and profile in research and M&E.
  • Identify recruitment needs, then work with the Operations Team to attract excellent new personnel.
  • Determine the appropriate allocation of team members’ time to projects and other initiatives based on programme/Enterprise needs.

Represent and demonstrate the Enterprise’s values.

Approximately 10% of your time and attention:

  • Cooperate with other areas of Seefar, including to communicate substantive and administrative information that supports corporate management overall. For example, this would include ensuring effective internal reporting at the project and program level.

Before you start, confirm you meet these minimum requirements:

  1. 5-7 years experience leading the research and M&E components of migration and livelihoods related projects, preferably in developing or conflict affected countries.
  2. An undergraduate degree in statistics, economics, international development or similar.
  3. Excellent analytical skills.
  4. An excellent track record of leading others.
  5. Knowledge of R, Stata, SPSS, or similar
  6. Knowledge of databases and SQL.
  7. Complete fluency in oral and written English, including clear and succinct English writing skills.
