Context:
Under overall superviosion of Regional Director (RD) for the Middle East and North Africa
(MENA) , The direct supervision of the Head of Office and Director of IPF Offfice in Saudi
Arabia and in close coordination with the Sr. Regional Immigration and Border Management
(IBG) based in in Cairo, Egypt and relevant Units at the Regional Office (RO), Headquarters (HQ), the successful candidate will be accountable and responsible for managing and providing expert technical guidance for all “Arab Centre for Technical Cooperation on Migration and Border Management” project-related matters.
The successful candidate will be responsible for managing the project and reporting to the
Steering Committee on the progress, challenges, and action taken, and will serve as the main
Focal Point in the communication with the Donor and implementing Partner, Naif Arab University of Security Sciences (NAUSS) in Riyadh in the Kingdom of Saudi Arabia.
Core Functions / Responsibilities:
- Manage, coordinate and ensure the timely and successful implementation of the project’s activities, and develop, implement and monitor the administrative and operational activities of the project, in coordination with the RO IBM Unit;
- Maintain liaison on a regular basis with NAUSS, member state governments and other relevant stakeholders;
- Prepare Work Plans for activities in coordination with NAUSS, together with the IOM-NAUSSproject team;
- Provide financial, administrative and technical support to the project, and serve as a liaison with RO and project partners;
- Identify, train and supervise project staff and Consultants, in accordance with the Organization’s procedures and regulations;
- Ensure the coordination and administration of contracting, staffing, payments and other logistics of the project, in coordination with the RO respective Unit;
- Prepare and submit project implementation, progress, results and budgetary expenditure to the Steering Committee, in line with donor reporting requirements, as well as programme summaries, press releases and other materials and correspondence relevant to ongoing activities;
- Oversee the Data and Research and ensure the use of IOM tools, such as DTM, MissingMigrants Initiative, Mixed Migration Hub in MENA, and others as needed;
- Design and deliver training sessions and presentations in conferences, workshops and meetings related to the provision of technical expertise on the IBG thematic area;
- Lead the implementation of the Memorandum of Understanding (MoU) with the NAUSS.
- Contribute to identify joint initiatives and potential capacity building activities benefitting the NAUSS and the IOM missions in MENA;
- Prepare briefings and background information requested by the RO and HQ, the Government, and other entities;
- Enhance and strengthen partnership with NAUSS at the regional and global level and facilitate skill exchanges and best practices with the authorities;
- Provide technical inputs and liaise with NAUSS on funding potential IBG project proposals for IOM;
- Facilitate reporting on projects’ progress and financial reporting providing immediate trouble-shooting and appropriate follow up with concerned units at NAUSS and RO MENA;
- Undertake duty travels as required.
- Perform such other duties that may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law or a related field from an accredited academic institution with a minimum of 7 years of relevant professional experience; or
- University degree in the above fields with a minimum of 9 years of relevant professional experience.
Experience
- Demonstrated expertise in the thematic area relevant to IBM;
- Experience with managing projects with regional coverage, supervising staff and overseeing budget expenditures;
- Knowledge or experience of regional issues;
- Experience in liaising with governmental authorities, other national/international institutions and Non-Governmental Organisation (NGOs); and,
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Knowledge of financial rules and regulations; and,
- Knowledge of monitoring and evaluation.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English, is required (oral and written). Fluency in Arabic (oral and written) and working knowledge of another official UN language (Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
