Head of Programmes
DRC is a key player in the international Red Cross and Red Crescent network, dedicated to providing assistance to those in need, regardless of circumstances. In Ukraine, we work closely with the Ukraine Red Cross Society (URCS) and other partners to deliver vital support to vulnerable populations.
As the Head of Programmes, you will be responsible for leading the planning, development, and management of humanitarian and development programs in Ukraine. This role is pivotal in ensuring effective delivery of support in alignment with URCS’ One Plan and DRC’s country strategy. The Head of Programmes will collaborate with the Head of Field to coordinate and ensure that the strong partnership with URCS is also reflected at regional and branch levels
Key Responsibilities
Strategic Planning and Engagement with URCS (20%):
- Foster strong engagement with URCS for joint business and program development.
- Support the establishment of a Programmes/Grants management Unit in URCS.
- Coordinate integrated approaches with URCS and other stakeholders to define DRC’s country programming strategy.
Programme Development and Implementation (30%):
- Provide leadership to achieve the objectives of URCS’ One Plan and DRC’s country strategy.
- Lead and mentor program teams, ensuring adherence to best practices and standards.
- Monitor geopolitical, social, and economic developments and adapt program strategies accordingly.
Programme Reviews, Monitoring, and Evaluation (20%):
- Lead program design, monitoring, and evaluation to ensure alignment with strategic ambitions.
- Oversee effective implementation and documentation of projects, ensuring quality and accountability.
- Ensure strong links with finance team for budget implementation and follow-up.
Ongoing Development of Team Composition (15%):
- Develop and maintain team structure to ensure effectiveness.
- Support localization efforts and staff orientation.
- Identify training needs and development opportunities for staff.
New Business Development (15%):
- Support strategic planning of concept papers, budgets, and project proposals.
- Drive initiatives for program and business development to explore new opportunities.
- Mobilize resources and raise funds for URCS/DRC work in Ukraine.
Qualifications and personal skills
Are you a seasoned leader with a knack for operational management, especially in conflict areas? Do you hold a Master’s degree in political science, international development, economics, business management, or a related field? We’re looking for someone with at least 5-7 years of management experience, coupled with a solid track record in project development and management.
As the ideal candidate, you possess a keen eye for spotting opportunities and developing innovative programs that make a real impact. Your exceptional coordination, communication, and organizational skills set you apart, along with your ability to build strong interpersonal relationships and facilitate effective communication and support.
You’re committed to integrating gender, protection, conflict sensitivity, and accountability into programming, and you thrive under pressure in ever-changing contexts. Proficiency in English is a must-have for this role.
Employment conditions
The starting date would be 1 July 2024 or ideally sooner if possible. The length of the contract is 12 months with a possibility to be extended but depending on the situation.
Your duty station will be Kyiv, Ukraine and with travel in-country depending on needs and access. The position is a non-family duty station and will include R&R benefits for as long as the security situation deems it necessary (currently rotations are after every 12 weeks).
Travelling to the project implementation areas will take place when relevant and to the degree that the security situation in-country allows.
The salary including all allowances and pension payment will be between 7,000 to 7,400 EUR per month, depending on qualifications and experience. Accommodation in a shared apartment in Kyiv is provided for.
