Job Purpose
We’re currently recruiting for a Head of Programmes Technical Team; the Head of PTT plays a critical leadership role in our organisation. You will be responsible for managing a team of specialised advisors who provide technical expertise to our Country Programmes and represent GOAL externally, with the aim of driving programme excellence, alignment with strategic goals, and fostering collaboration.
As the Head of PTT you will be responsible for the following key areas:
Strategic Leadership:
Develop and implement a robust technical strategies and guidance aligned with the organisation’s mission and vision.
Provide thought leadership on programme design, implementation, and adaptation.
Team Management:
Lead and mentor a team of specialist advisors, including experts in Cash and Vouchers, Gender Equality and Social Inclusion, Health, Markets, Nutrition, Resilience, Social Behaviour Change, Water, Sanitation and Hygiene, and Climate.
Programme Development, Design and Implementation:
Ensure that Country Programmes receive technical support to achieve high quality, innovative and adaptive programming, including in emergencies.
Guide the Advisors in positioning GOAL to identify, analyse and respond to funding opportunities and development of strong technical proposals/bids which are coherent with both donors’ and GOAL’sorganisational global goals.
Evidence and Learning
Enable GOAL to capture learning from programming and research and share this internally and externally.
Ensure GOAL is contributing to the evidence base and communicating innovation and successes.
Stakeholder Engagement:
Build and maintain relationships with external partners, donors, and government agencies.
Represent the organisation at relevant forums, conferences, and working groups.
Advocate for evidence-based approaches and policy changes.
Person Specification
Proven experience in humanitarian or development programming including substantial experience in lower or lower middle-income countries.
Master’s level qualification in a related field (e.g. Development, Policy, Health)
Previous experience in a senior management role
Strategic approach to relationship management, with excellent communication, networking and influencing skills, both written and verbal.
Ability to represent GOAL with donors, other INGOs, commercial entities and other external institutions.
**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
