The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Ganyliel, South Sudan, with frequent travel to project locations within Panyjiar County.

As Head of Project (HoP), you will be responsible for the overall leadership and implementation of four grants, funded by WFP and GFFO, focusing on food assistance, livelihoods, emergency response and anticipatory action in two locations in Panyijar County: Nyal and Ganyliel. You will ensure that project activities are implemented as per Welthungerhilfe (WHH) and donors’ requirements, as outlined in the grant contracts and project proposals. You will be responsible for ensuring that the project mainstreams gender and disability inclusion, do no harm principles and the core humanitarian standards, and will manage 50 project staff and a total budget portfolio of $5 million USD. In doing so, you will ensure that the implementation timeframe of each project is observed and will take charge for developing and maintaining mutually beneficial relations with various stakeholders including local authorities, UN agencies and other NGOs.

Your responsibilities

  • Facilitate a collaborative team approach towards project implementation to achieve success
  • Manage all project aspects along the theory of project cycle management including ensuring project startup and close out processes are conducted, development of detailed implementation plans and Log frame, recruitment of staff, development of procurement plans and initiating procurement processes for materials, goods and external services
  • Ensure implementation of WHH policies adaptation to local conditions and contribution to the development of appropriate Standard Operating Procedures relating to the project activities
  • Liaise with Grants and Reporting Manager on project kick-offs, monthly reviews and project close-out processes; coordinate with MEAL Manager on baseline surveys, post-distribution monitoring and end of Project evaluations
  • Ensure high quality reports are timely compiled, reviewed internally and submitted to donor and other stakeholders in collaboration with the Grants and Reporting Manager
  • Proactively identify potential new intervention opportunities and potential partnerships in the area of project implementation and initiate and contribute to the development of new concepts and proposals for the target area
  • Undertake project budget management responsibilities including cash forecast, budget reviews and oversight; ensure appropriate, timely and compliant utilization of project funds to achieve project goals and objectives
  • Take lead in facilitating project support from support service departments and sector experts through training workshops, documents (manuals/SOPs) field visits and timely actioning of request for services
  • Ensure that the WHH Complaints and Response Mechanism (CRM) is in place and all staff and stakeholders are aware of it
  • Ensure relevant and efficient project staff structure is in place; assign the project staff to various activities and locations of the project implementation; conduct performance reviews, capacity strengthening and identification of development opportunities for staff

Your profile

  • Relevant University/College degree in either Agriculture, project Management. Development/Humanitarian Studies, Disaster Risk Reduction, International Relations or Environmental Studies
  • Minimum 5 years progressive experience and proven record in designing and managing various humanitarian projects in fragile contexts
  • Excellent record of working with various donors including WFP, USAID, FCDO, GFFO, GIZ or BMZ
  • Proven management experience in leading a functionally diverse team
  • Understanding of technical approaches to Nutrition, Food Security, Climate resilience, Gender Sensitivity and Mainstreaming, Conflict Sensitive Programming experience in local governance and policy development is an important asset
  • Willingness to travel to remote and volatile locations
  • Ability to work under pressure with minimum or no supervision
  • Ability to create positive relationships with colleagues, local authorities and communities
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
  • Excellent command of spoken and written English
