Position: Head of Resource Mobilisation and Programme Development
Job Location: Kabul, Afghanistan
About the Role:
The Head of Resource Mobilization and Program Development is a senior leadership position in the country office. This position is responsible for leading the strategic planning and execution of resource mobilization and program development activities with the aim to ensure the sustainability and growth of BRAC Afghanistan. This role involves identifying funding opportunities, developing proposals, fostering donor relationships, and collaborating with program teams to design impactful projects aligned with BRAC International’s mission. In particular, the position will lead concept notes and proposal development through facilitation of the project design process from idea to final proposal output in close cooperation with head office support units as well as affiliates.
Key Responsibilities:
Strategic Resource Mobilization:
- Ensure the implementation and enhancement of BRAC in Afghanistan’s resource mobilization strategy to secure funding from diverse sources.
- Establish and maintain a robust pipeline of prospective donors and funding opportunities.
- Lead negotiations with potential donors and partners, ensuring alignment with BRAC’s strategic goals and donor requirements.
Program Development and Innovation:
- Collaborate with program teams to design and develop innovative programs and projects that address the needs of the target population and align with BRAC’s strategic priorities.
- Ensure a continuous community needs assessment and feasibility study process is in place across different provinces to identify opportunities for various sectoral and integrated programming
- Ensure that program proposals are evidence-based, culturally appropriate, and aligned with best practices in the sector.
- Support technical teams throughout the program design process for sectoral and integrated programs.
- Monitor and evaluate program development processes to identify areas for improvement and innovation.
Proposal Development and Management:
- Lead the development, writing, and submission of high-quality grant proposals, concept notes, and funding applications.
- Coordinate cross-functional teams to gather necessary information, data, and inputs for proposals, ensuring coherence and compliance with donor guidelines.
- Write/edit concept notes and proposals for both sectoral and integrated programs, integrating insights and achievements from past projects
- Ensure adherence to BI SOP for resource mobilization and solicitation instructions.
- Guide and support budget development for proposed projects in collaboration with finance and program teams.
Donor Relations and Stewardship:
- Cultivate and manage relationships with existing and potential donors, ensuring consistent and transparent communication.
- Prepare and deliver compelling presentations and reports to donors, highlighting BRAC’s impact and progress.
- Ensure timely submission of progress reports, financial reports, and other required documentation to donors.
- Organize and facilitate donor visits, meetings, and events to strengthen partnerships and showcase BRAC’s work.
Capacity Building and Team Management:
- Provide leadership and mentorship to the resource mobilization and program development team, fostering a culture of excellence and continuous improvement.
- Develop and deliver training and capacity-building initiatives for staff in resource mobilization, grant writing, and program development.
- Create and maintain tools, templates, and resources to support effective resource mobilization and program development.
- Manage the performance and development of team members, setting clear goals and expectations.
Safeguarding Responsibilities:
- Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Academic Qualifications:
- Master’s degree in social sciences, development studies or other related fields, or combination of relevant education and experience.
Required Skills, Competencies & Knowledge:
- Excellent written and verbal communication skills in English.
- Strong research and analytical skills, with the ability to synthesize complex information into clear, concise proposals and reports.
- Proficiency in project management, including planning, budgeting, and reporting.
- Ability to work collaboratively with diverse teams and stakeholders.
- Strong interpersonal and networking skills, with the ability to build and maintain relationships with donors and partners.
- High level of integrity, professionalism, and commitment to BRAC’s mission and values.
- Strong leadership and team management skills.
Experience Requirements:
- Minimum of 12 years of experience in resource mobilization, and program development within the non-profit or development sector out of which 3-5 years of experience in working in a conflict context supporting humanitarian assistance programs.
- Proven track record of successfully securing funding from a variety of sources, including bilateral and multilateral donors, foundations, and the private sector.
- Experience in designing and implementing development programs, particularly in the areas of education, health, livelihoods, and social development.
- Understanding of and experience with various donor proposal and reporting requirements.
- Grant management and partnership management experience.
