Main Purpose of the Job:The Head of Strategy Planning and Continuous Improvement is accountable for the airport’s operational capacity strategy, the identification and defining of operational improvements in the short, medium, and long-term to enable unconstrained passenger and ATM growth, and the strategic planning for overall airport resource including people and infrastructure requirements.Reporting into the Chief Operating Officer, you will play a key part in steering and defining the future operation and the long-term strategy for the airport. You will work very closely with all areas of the business including, operational, commercial, HR and finance functions to implement change, and operational improvements and will be expected to engage at senior stakeholder level.With a strong background in the transport and/or aviation sector, and with previous experience in similar senior roles, you will be a key player in ensuring the airport has the necessary infrastructure and people resource to deliver the business objectives and deliver world class customer service to our passengers.Main Tasks of the Job:

  • As Head of Strategy Planning and Continuous Improvement, you will be accountable for leading the airport’s operational capacity planning strategy, analysing the future forecasts and historical data to ensure the airport facilities can support the capacity.
  • You will lead, oversee, and support the capacity planning team in engaging across the business to ensure we understand where the current and future operational bottlenecks will be, and you will play a crucial role in shaping and defining people, process and technology solutions that remove the constraints over the short, medium, and long term.
  • Lead on the delivery of the short, medium, and long-term operational staffing, and infrastructure capacity requirements by undertaking assessment and modelling of the commercial traffic for all operational check points (Check In, Security, Baggage, Airfield etc) to understand the capacity triggers, supporting development of the 1–10-year operational staffing and capex plans to enable the timely delivery of new and extended facilities.
  • The post holder will have overall responsibility for defining the strategy for operational staff allocation to meet the commercial demand, drive efficiency and the optimum use of staff. You will lead the airport resource rostering function working closely with key SMEs, operational stakeholders, and HR business partners to ensure successful implementation and communication of the operational rosters.
  • You will be responsible for the delivery of key continuous improvement initiatives to drive productivity, cost savings and efficiency across operational, commercial, and capital functions. You will be expected to identify and implement ideas to drive commercial and operational performance improvement.
  • Given the nature of the development currently undergoing at London City Airport, you will work closely with the programme leads to ensure the infrastructure and or technology solutions deliver the required capacity and or operational improvements.
  • Lead the airport slot and scheduling process and delivery of airport capacity declaration through the management of the relationship with external service provider (ACL)
  • Work with the operational leadership to align the KPI’s to the strategic drivers, and to report both internally and externally on KPI’s and improvement initiatives. You will provide insight, analytics and coordinate MI reporting that supports operational functions (Check In, Security, Baggage, Airfield etc) to optimise business process and procedures.
  • Coordinate and collaborate with the Business Intelligence function to define, validate the performance measures for the business, identifying opportunities for delivering automation and process improvement.
  • Lead the delivery of continuous improvement change initiatives through effective collaboration with key stakeholders including commercial, operational, planning, and financial functions to continue to deliver performance targets as the business grows.
  • Analyse and gather operational insights across all airport processes from surface access to airspace to optimise the total airport operational efficiency
  • You will build strong relationships with key leaders across the industry and stakeholders to affect positive changes effectively within LCY (ACL, NATS, DfT, CAA, Key Suppliers, etc.)
  • Be an active and involved member of key Airport forums to leverage off industry advances and progress. Aim to push for innovation and lead the way for new ways of operating.

  • Where a manager has an operational responsibility for the organisation or control of any Airport undertaking or activity, he/she also carries the responsibility for doing all within his/her authority to ensure security is maintained during the conduct of that undertaking or activity.
  • Conduct and complete periodic employee performance reviews.
  • Identify further development and training needs of employees.
  • Monitor time and attendance and identify when disciplinary action is needed and dispense according to relevant LCY procedures.
  • Initiate disciplinary action and attend and provide input at disciplinary interviews/hearings.
  • Respond to grievances, applying all procedures fairly and consistently in order to contribute to the effective management of human resources and employee relations.
  • Ensuring the timely conduct of return-to-work interviews and attendance management.

Key Competencies:

  • You can demonstrate excellent leadership skills and experience and are capable on drawing strengths out of a multi-disciplinary team from analysts to change managers.
  • Experience of delivery of airport capacity enhancement programmes that have enabled increasing aeronautical revenues.
  • You have experience in Lean, Process Improvement and Six Sigma, and are qualified Black Belt, however this is not a must-have requirement for the role.
  • You are comfortable in engaging with stakeholders at all levels of the organisation and can build strong and lasting working relationships.
  • The ability to communicate effectively at all levels, and to present data and information in a manner that is readily understood by a wide audience of varied experience and including senior management.
  • Self-motivated, proactive in coming up with own initiatives, a positive approach, and capable of managing a changing workload and priorities which will be dictated by a changing operation.
  • Strong IT skills especially Excel and other Microsoft Office applications; knowledge of advance coding techniques (SQL, Visual Basic) would be an advantage.
  • Experience of modelling tools/technology: Arcport, CAST, Airtop, Sim 3D etc is desirable.
  • Cleared to CTC level
  • High level of confidentiality is required

Qualifications:Education & Training

  • Degree calibre ideally masters or MBA with a background in Mathematics/ Operations Research / Business Management.
  • 10+ years of experience with increasingly responsibility in airport planning or related operations planning field.

Specialist Skills & Knowledge

  • Knowledge of transport and/or aviation market with strong understanding of its operational and commercial principles is advantageous.
  • Experience of working across teams and multidisciplinary work streams, including project planning, quality control and progress monitoring, adapting to changing situations.
  • The ability to use statistical tools e.g., Minitab or other analytical platforms for statistical analysis would be desirable.
  • Advanced computer literate including Microsoft Outlook, Word, Power Point, Excel, Visio.
  • Experience with Business Intelligence solutions (Qlik, Power BI, Tableau, or others).
