Supervisor: Country Director
Contract duration: 1 Year
Position Summary:
The purpose of the Head of Support position is to ensure that all support functions (such Finance, HR & Admin and Logistics ) in the country office are providing high quality and efficient support programme implementation.
Responsibilities and tasks:
- Line management agement for support managers such as Finance, HR & Admin and Logistics (incl. ICT)
- Member of the Country Management Group (CMG)
- Compliance with and adherence to CARE policies, guidance and handbooks and donor/auditor requirements
- Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
- Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
- Responsible for ensuring quality support to project implementation.
- Produce the Master Support Budget, country level budgets, forecasts and BvAs, including assess and monitor costs and resource allocation needs
- Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
- Responsible for development of new country specific technical SOPs, guidelines and tools
- Responsible for organisational learning related to programme support
- Responsible for technical capacity building of support staff
Qualifications and Experience
- Strong financial background and managerial skills while also being familiar with supply chain and HR domains.
- Experience with financial project management and compliance with various institutional donors
- Experience in a corporate or an INGO environment, including development and implementation of strategic and operational support services.
- Demonstrated leadership and interpersonal skills including the ability to supervise and motivate as well as to coach and develop qualified professional staff,
- Demonstrated ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities
- Experience in audit preparation and audit support, experience in taxation, tax declaration and tax audits
- Experience with using Peoplesoft desirable
Skills and Core Competencies
- Analytical, decision making and strategic planning skills and the ability to handle multiple priorities
- Competent level skills in core IT applications, particularly MS Office
- Willingness and ability to handle peaks in workload and flexible working hours
- A commitment to the values and principles of CARE
- Experience of exposure to conflict hit areas
- Strong representation and negotiation skills
- Advanced oral and written communication skills
- Fluency in English required
- Arabic and language skills an asset
Working Conditions:
The Head of Support will be based at least 30% and up to 50% in Libya until registration is obtained in Tunisia. It is anticipated that the Head of Support is expected to travel to visit projects and partners within the whole of Libya.
