  1. Role and responsibilities:

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support for programme implementation.

Generic responsibilities:

  1. Line management for support managers of Finance, HR, Admin and Logistics and ICT.
  2. Member of the Country Management Group (CMG).
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
  4. Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action .
  5. Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans.

Specific responsibilities 

  • The HOS will function as the Head of the internal Country Support Department which is responsible for compliance and implementation of efficient and effective support systems, polices and processes, to ensure standardized and high qualitative support to all programme and field departments in the country. 
  • Contribute actively and ensure solutions are reached in strategic and key operational matters in budget management, logistics, and Human resources. 
  • Accountable for providing input on operational support to Country Strategy and Contingency Plan.
  • Lead NRC internal policy and procedures development and reviews and contribute to strategic planning processes, including the development of efficient systems to achieve the set objectives in the country strategy.

Professional competencies:

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies for this position: 

  • Minimum bachelor’s degree or equivalent in a relevant management field. 
  • Minimum 5 years’ experience from a senior management position with minimum 2 years as Head of Support or equivalent in a humanitarian/recovery context.
  • Experience working with donor budgets and regulations.
  • Expertise in allocation of resources and financial analysis
  • Knowledge about own leadership skills/profile 
  • Fluency in English, both written and verbal. Knowledge in Portuguese desirable. 

Context/Specific skills, knowledge, and experience:

  • Advantage is knowledge and experience of operating in Mozambique.

  • Salary/benefits: grade 11 on NRC’s salary scale. 
  • Duration of Contract: 12 months with possible extension
  • Travel: 20%
