People in Need (PIN) is a Czech-based international non-governmental organization (NGO) that has provided humanitarian and development assistance across more than 20 countries since 1992. Today, PIN stands as one of the largest organizations of its kind in Central and Eastern Europe, supporting vulnerable communities in Asia, Africa, the Middle East, and Eastern Europe. PIN empowers civil society, advocates for human rights, and promotes social inclusion both at home and abroad.
In Asia, PIN has a growing portfolio of projects focused on accelerating the uptake of green technologies in agricultural value chains through innovative applications of market systems approaches.
In Cambodia, we implement programmes on Green Energy and WASH, Disaster Management and Urban Resilience, TVET, and Alternative Livelihoods. In recent years, People in Need has contributed to improved and strengthened disaster preparedness through the Early Warning System for disasters. In case the country is hit by a natural disaster, we will provide an immediate response to affected people—like during the floods in 2011, 2013, and 2020, and in 2017 when Cambodia was hit by excessive drought.
In Laos, we are implementing a pilot project focusing on Early Warning System with possible scale-up on the national level.
About the role:
The Head of Systems and Operation (HoSO) is a member of the Country programme senior management (together with the Country Director (CD) and Head of Programmes (HoP)) and shares responsibility for the effective and efficient delivery of People in Need’s (PIN) Country programmes in Cambodia and Laos. Specifically, the role of the HoSO is to manage and improve the support systems and operations required to achieve this objective comprising of the Finance, Human Resources (HR) and Logistics departments. In performing this role, the HoSO also ensures an enabling environment for the implementation of the country programme, while maintaining operations and systems that meet with the accountability requirements of PIN and its donors.

Main requirements:
· University graduate (or similar study programmes)
· Education or previous work experience in finance, business, accounting, procurement, logistics preferred
· English language (B2 level minimum)
· Ability to coordinate and communicate clearly with different groups of people and to respect different cultural backgrounds
· Ability to work independently and effectively
· Ability to deal with complex compliance agenda
· Analytical skills and systematic approach
· Responsibility, ownership, proactive approach, flexibility
· Strong training/coaching skills
· Keen eye for details and passion for working with numbers
· Advanced Excel skills
· Experience with project management is welcome
· Knowledge of SAP, MS Dynamics Nav or other ERP is an advantage
· Keen to learn
We offer:
· Working environment in a well-established humanitarian organization in a challenging context;
· Salary & Benefits: Salary based on PIN’s salary scale and HR policies; expected salary range between 3050 – 3200 EUR super gross (based on experience).
· Additional allowances include:
– Monthly Subsistence Allowance of 1350 EUR;
· Accommodation provided by PIN/Monthly Housing Allowance of 500 USD net
· Time off and Rest:
– 25 days of holiday annually;
– 10 sick days

– Reimbursement of travel expenses with travel to the country of residence once every 6 months of work;
