The OECD Development Centre (DEV) is working to support developing countries and emerging economies find innovative policy solutions to promote sustainable development, reduce poverty and inequalities, address gender inequality and improve people’s lives. The Centre brings together 54 member countries and facilitates policy dialogue between governments, involving public, private and philanthropic actors. Countries from Africa, Asia and Latin America participate as full members in the Centre, where they interact on an equal footing with OECD members. www.oecd.org/dev.

Within the Centre’s Networks, Partnerships and Gender Division (NPG), the Gender and Development Unit produces data and evidence-based analysis to inform policy makers and development practitioners on the root causes of gender inequality. It focuses on discriminatory social institutions, i.e. formal and informal laws, social norms and practices that exclude women and girls and consequently curtail their empowerment opportunities throughout their life cycle.

The Development Centre is looking for a new Head of Unit to lead the work of Gender and Development Unit. The selected candidate will work under the direction of the Head of Division for Networks, Partnerships and Gender (DEV/NPG).

 

Job Description

Main Responsibilities

Management and Leadership

  • Develop and implement a strategic plan for the Gender and Development Unit in alignment with DEV’s Programme of Work and Budget, under the overall direction of the Head of Division.
  • Lead, motivate, and manage a diverse team to ensure the delivery of high-quality, timely, and relevant outputs. This includes conducting regular performance evaluations, setting clear expectations, and providing feedback for team development.
  • Manage the budget for the Gender and Development Unit, ensuring efficient resource allocation and financial responsibility.
  • Contribute to the development of gender-related policies and guidelines that support the OECD’s Contribution to Promoting Gender Equality.
  • Ensure close, smooth and mutually beneficial co-operation with other relevant parts of DEV and wider OECD Secretariat, leveraging opportunities for cross-fertilisation of activities and joint research and initiatives to integrate gender perspectives.

Supervision of Research and Thematic Analysis

  • Develop a comprehensive research strategy focusing on gendered social norms, including masculinities, and their links with women’s empowerment and gender equality, underpinned by the Social Institutions and Gender Index (SIGI).
  • Oversee the design and implementation of research projects, ensuring they are supported by sound policy analysis and robust evidence. Lead the policy analysis of research findings, providing actionable insights and recommendations for member countries and beyond, as well as for non-state actors.
  • Supervise the drafting and preparation of the Unit’s written outputs in the form of policy documents and publications for different audiences.
  • Stay up-to-date with the latest developments in gender and development issues and ensure the Unit’s work remains relevant and cutting-edge.
  • Implement quality control measures to maintain the integrity and accuracy of outputs.

Liaison, Outreach and Representation

  • Cultivate and maintain relationships with member countries, external stakeholders, experts, and donors working on gender and development.
  • Represent the Unit in various forums, conferences and working groups disseminating the work of Unit and fostering synergies with external partners.
  • Ensure adequate internal and external visibility of the Unit’s current work and significant achievements.
  • Develop and implement a comprehensive fundraising strategy to secure financial resources for the Unit’s work.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in a relevant field, such as economics, international relations, social, public policy or political sciences, and development.

Professional Background

  • Minimum eight to ten years’ experience working in policy analysis of gender and development issues and experience of dealing with the political economy of reform and/or implementation challenges in developing countries.
  • Demonstrated capacity to work strategically and creatively, strong conceptual and analytical capabilities.
  • Strong political sense and effective diplomatic skills with the ability to achieve consensus and interact effectively with multiple high-level stakeholders and demonstrated track record of policy dialogues with government officials.
  • Excellent communication skills, including the ability to explain complex issues and analysis in a fashion understandable to experts, policy makers and lay audiences alike.
  • Excellent leadership skills with the capacity to manage and resolve conflicts, ability to plan, co-ordinate and supervise complex and large projects and to deliver them to schedule and budget.
  • Ability to build teams and motivate staff in a multicultural environment. Commitment to equal opportunity and diversity.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

One-year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at 10 640.30 EUR, plus allowances based on eligibility, exempt of French income tax.
