SHOFCO is a grassroots organization that unlocks the potential of urban slum dwellers to lead hopeful and fulfilling lives. SHOFCO disrupts survival mode by providing critical services including health care, clean water, education, and economic empowerment; and links these efforts to a community-led advocacy platform. Over the next 5-10 years, SHOFCO aims to become a national platform for urban slum transformation across Kenya, demonstrating a scalable and replicable model that can be used around the world.
The primary responsibility of this role is to further our vison of: Building Promise from Poverty.
The purpose of this role is to lead all activities related to the implementation of SHOFCO WASH/water programs from design to implementation. The role holder will be responsible for the identification, design, implementation, monitoring and reporting of all water supply and sanitation program activities and associated administrative tasks on the WASH program.
- Strategy and leadership
a. Develop and implement an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with the CPO, other WASH staff and the local communities.
b. Manage the WASH program to meet the program objectives within budget, set time frame, quality, and standards
c. Provide strong leadership of the WASH program, working to ensure both short/long-term positive program impacts and outcomes
d. Support SHOFCO water enterprise towards sustainability - WASH Program Management
a. Coordinate the implementation of the WASH programs’s infrastructure related activities
b. Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of SHOFCO WASH infrastructure.
c. Provide overall follow up and technical supervision of the engineering works related to the SHOFCO WASH program
d. Inspect all WASH Infrastructure and provide certification reports
e. Define the reference standards to be adopted in the planned WASH infrastructure
f. Develop Bills of Quantities (BoQs), and tender documents, and launch tender
bidding procedure for contractors
g. Provide input into the integration of beneficiary participation and accountability in
all aspects of the SHOFCO WASH program.
h. Promote the integration of WASH activities across all of SHOFCO activities, keeping up to date on emerging technologies and innovations within the WASH sector.
i. Promote child friendly WASH facilities and the mainstreaming of key issues including, but not limited to child protection, SGBV and gender. - Monitoring and reporting
a. Continuously monitor and supervise WASH activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
b. Conduct technical assessments and data analysis
c. Develop clear infrastructure monitoring tools (e.g. checklists).
d. Ensure that all WASH infrastructure data is well managed and provides an accurate representation of the reality on the ground.
e. Validate the accuracy of the data, and the quality of the WASH Infrastructure interventions.
f. Document success stories and impact of WASH on communities served by SHOFCO.
g. Initiate and participate in research studies and evaluation of WASH program as need arises.
h. Submit regular reports related to the project’s WASH infrastructure to the CPO
i. Ensure accurate and timely reporting of activities according to donor and other applicable timeframes and formats. - Representation
a. Representing SHOFCO, including with donors, other NGO stakeholders, and government
b. Building positive relationships with donors, stakeholders and government to ensure success of the WASH program - Team management and development
a. Identify technical gaps on the SHOFCO WASH team and partners and facilitate capacity building.
b. Use of decision-making processes to enable learning through empowerment
c. Upholding all SHOFCO core values and leading by example
d. Clear performance management plans developed and discussed with team
e. Identification and delivery of appropriate training/personal development support
f. Providing guidance, support and oversight to team members to ensure the program is implemented efficiently, effectively and providing good value for money.
Skills and Experience
Qualifications:
- Bachelor Degree or Post Graduate Diploma in Water and Sanitary Engineering, Civil Engineering or equivalent.
- Registration with the Engineering Registration Board
Experience:
- Five years’ experience in an infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring)
- Experience in Urban Sanitation programming and knowledge of emerging WASH solutions trends and innovations within Urban Sanitation.
- Experience working with diverse donors
- Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others
Excellent interpersonal, motivational and management skills with extensive experience and staff mentoring capacity. - Exceptional communication, networking, analysis and writing skills
- Strong demonstrable experience in liaising with governmental/local authorities and other NGOs
- Demonstrated ability to work in a challenging environment
